• <br />Ms.KristineGiga,P.E. <br />CityofArdenHills <br />From: <br />MattJensen,P.E. <br />Kimley-HomandAssociates,Inc. <br />RE: <br />CountyRoadEBridgeoverTH51 <br />Bridge62010 <br />TheCityofArdenHillswouldliketoaccommodatebetterpedestrianandbicycle <br />accessacrossTH51atCountyRoadE.Thecurrentbridgehasa2'-6"wide <br />sidewalkoneachsideofthebridge.Thesesidewalksarenotsafeorfunctional <br />aspedestrianorbikecrossings.TheCityisconsideringwideningtheexisting <br />bridgeonthenorthsidetoprovideawidersidewalk. <br />Sincetheexistingstructureisconsideredfunctionallyobsoleteandhasa <br />sufficiencyratingof81.9,wesuggestedtheCityreviewtheconditionofthe <br />bridgetoevaluateifthestructurewouldqualifyforBridgeBondingfundingin <br />thenearfuture.Kimley-HommetwithMarkPribulaoftheMn/DOTMetro <br />DistrictandPaulKivistooftheMn/DOTBridgeOfficeatthebridgeonMarch <br />18,2009.Thepurposeofthemeetingwastodiscussthebackgroundofthe <br />structureandreviewtheconditionofthebridge.Mn/DOTiscurrentlytheowner <br />andisresponsiblefortheinspectionandmaintenanceofthebridge. <br />Thebridgewasconstructedin1961.Thebridgeisatwospanstructurewith <br />prestressedconcretegirdersandacast-in-placeconcretedeck.Aswastypicalat <br />thetimethebridgewasconstructed,thereinforcingsteelinthedeckisnotepoxy <br />coated(Le.blackbar). <br />NomajormaintenancewasdocumentedonthestructureuntilMn/DOTleta <br />bridgemaintenancecontractin1994.Theprojectincludeda"limitedservice" <br />overlayandexpansionjointreconstruction.Thelimitedserviceoverlayinvolved <br />scarifying1/2"ofexistingdeckthicknessandplacementof2ofconcreteover <br />thewidthofthedrivinglanes(30-ftwide),butdidnotincludeanyconcrete <br />repairfortheunderlyingdeck.Weunderstandthat"limitedservice"likely <br />meansthattheexposedconcretebeneaththenewoverlaywasinpoorcondition <br />andnotcosteffectivetocompleterepairs.Generally,thistypeofoverlayhasan <br />expectedservicelifeof10-15years.Thecurrentoverlayisenteringits15thyear <br />ofservice. <br />• <br /> <br />
