Apri16, 2011 Draft Planning Commission Minntes <br />Planning Case 11-OOS; Prelimin.ary and Final Plaf, and Master and fnaI PUD; Trinity <br />Lutheran Chr�rch and the City of Arden Hills; 3245 New Brighton Road — Public Hearing <br />City Planner Meagan Beekman stated the applicant, together with ihe City of Arden <br />Hi11s, has requested a Preliminary and Final Plat and Master and Final Planned Unit <br />Development (PUD) to allow far tk�e subdivision of the property lacated at 3245 New <br />Brighton Road. The City is currently negoiiating with ihe applicant to purchase the <br />subdivided parcel and permanently consolidate it with Hazelnut Park. Sk�e provided <br />additional background information. <br />City Pla�ner Beekman stated the Planning Commission must make a finding as to <br />whether or not the propo�ed application meets the requirements of the Zoning Code, and <br />advances the surraunding neighborhood or the community as a whoie. Staff offers the <br />fo�lowing ten Findings for consideration: <br />General Findings: <br />1, Parks are a permitted use in the R-2 Dist�ict. <br />2. The proposal is not anticipated to adversely impact nearby properties through <br />nuisance, noise, dust, giare, or �nsightliness, and wilI not otherwise adversely impact <br />the health, safeiy, and w�lfare af the comrz�unity. No construction activity is <br />anticipated as a resu�t of this applicatian, and the sale of tiie property ta the City wi�l <br />increase the City's parkland and open space area. <br />3. The proposal would not inerease parking and traffic on the site compared to existing <br />condiiions. In addition, the City will continue to provide �aintenance and snow <br />removal for the parking area subject to a successful signing of a purchase agreement <br />and closing. <br />4. The proposal is i� keeping with many of the principl�s listed in the 2030 <br />Comprehensive Pia� to develop and encourage use of park space. <br />5. There are no delinquent property taxes, special assessments, interest, or City utility <br />fees due upon the sub�ect parcel. <br />6. The utility, sewage, ar�d pedestrian ease�ent r�quirements are rriet y the proposed <br />plan. <br />Planned Unit Development Review Findings: <br />7. The Master and Final PUD process allows flexibility with the implementation of the <br />City's subdivision and zoning regu�ations. <br />S. AIl Zoning requirements are met by the �roposed plans with the exception of <br />landscaped lot coverage for Lot 1. <br />9. The land to be transferred to the City will remain as parkland and open space in <br />pe�petuity. <br />10.
