ARDEN HILLS CITY COUNCIL—April 11, 2011 4
4, Consent Calendar (continued)
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to approve the Consent Calendar as amended and to authorize
execution of all necessary documents contained therein. The motion carried
unanimously (5-0).
5. PULLED CONSENT ITEMS
A. Authorize Purchase of Dump Truck with Plow/Wing/Sander
Public Works Director Terry Maurer stated the 2011-2015 Amended Equipment Capital
Improvement Plan (CIP) has, in 2011, replacing the 1998 Dump Truck with Plow/Wing/Sander.
The old 1998 Dump Truck is one of two currently in the City fleet. The other is a 1997 model.
The 1998 Dump Truck is being replaced first because of a significant investment that was made in
the 1997 Dump Truck in 2010. Staff is recommending purchase of an International chassis from
Astleford International Trucks in Minneapolis. Astleford has the State contract for this style of
International trucks. International was chosen for a couple of reasons: Ramsey County has been
converting their fleet to International plow trucks since Sterling left the market, also because
Ramsey County's fleet is being converted to International they stock many parts. In an emergency the City can get parts from their supply hastening a repair. Outfitting the truck with a dump box,
plowing and sanding equipment is recommended to be done by Towmaster Truck Equipment of
Litchfield who has the State contract for this work. The 2011 CIP has a budget of $160,000,
including an estimated trade-in value for the 1998 Dump Truck of$25,000, for the purchase of a
Dump Truck with Plow/Wing/Sander. The total cost of the truck chassis, box, plow, and sanding
equipment, including appropriate tax and license, is expected to be $154,915.59.
Mayor Grant stated the City is planning on purchasing a used truck from the County as well. He
asked why the City would not keep the used truck they have rather than buy a used truck from the
County.
Public Works Director Maurer stated a used County vehicle would be better than keeping the
current used vehicle because of the types of repairs the City is starting to see in their older used
equipment.
Councilmember Holden asked to clarify the number of vehicles the City currently has in
operation for snow removal.
Public Works Director Maurer stated the City has two Dump Trucks that are capable of snow
removal and laying salt at the same time. The City also equips a frontend loader with a plow but
this vehicle is not able to lay salt and is less maneuverable than the Dump Trucks. The City has to
have a Dump Truck go back to the areas that were done by the frontend loader in order to do any
necessary cleanup or additional snow removal and to lay salt.
Councilmember Holden clarified that Staff s plan for snow removal equipment this year is to
purchase a new truck, trade in one of the older two trucks the City currently owns, and purchase a
used vehicle from the County.
