3. The colleges don't want the intramurals and club teams practicing on their facilities due <br />to wear and tear. This will help communicate that they can use City facilities but with a <br />cost. <br />4. There will be administrative costs associated with charging fees. The per hour fee is <br />more difficult to manage than a 3 or 4 hour time block. In most cases, groups will only <br />book for an hour or two and use the fields for a longer period of time. <br />5. The colleges may scale back on field use if fees are instituted. <br />Park Rentals <br />Staff researched the surrounding City /organization's park rental fees (Attachment D) and found <br />they are variable based on the type of facility. It should be noted that every City that we <br />researched charges. The rental fees cover the maintenance and preparation time, which can be <br />high. The City currently has six picnic shelters and two picnic pavilions (Attachment E). <br />Reservations are made regularly for Cummings and Perry Park, our two picnic pavilions. We <br />have typically budgeted to bring in approximately $2,500 in rental fees each summer. The City <br />currently has four fee categories: Resident, Non - Resident, Resident Non - Profit, Other Non - <br />Profit. <br />Factors to consider on evaluating our current park rental fee structure: <br />1. All Cities studied charge for park rentals. There is a high amount of maintenance costs <br />due to preparation and clean up. <br />2. Most Cities have gone away from the non - profit category as it can be confusing. <br />Nonprofit examples: associations, churches, scout groups, schools, etc... Many people <br />will try to fit within this category by using a work address such as Bethel University or a <br />church. This becomes hard to verify. The City used to allow resident non - profit groups <br />to use the park at no charge. This became difficult to manage due to our staff time. <br />Therefore, that was changed to help cover our costs. Many Cities have eliminated non- <br />profit categories. <br />3.
