� <br />EN HILLS <br />CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />R.ESOLUT�ON NO, 2011-027 <br />A RESOLUTYON REGARDING REDISTRICTING OF <br />CONGRESSIONAL BOUNDAR�ES <br />WHEREA5, data from the 2010 Census requires the Minneso�a Legislature to re- <br />draw Congressional boundaries into eight districts with 662,991 people in each district; <br />and <br />WHEREAS, Ramsey County is Minnesota's second largest county and is the <br />center of economic development, regional transportation, and unique corz�unities of <br />interest in the East Metropolitan area; and <br />WHEREAS, Ramsey County has effectively been in a single Cangressional <br />District as a whole political unit since 1891; and <br />WHEREAS, rnaintaining Ramsey County as a whole political unit in a single <br />Congressianal District will preserve communities of 'rnterest along with their unic�ue <br />cultural, economic, and hzsioric connections to the County and the East Metropolitan <br />ax�a, and <br />WHEREAS, the Congressional District redistricting principles used after the 2000 <br />Census stated that, "The disiricts will be drawn with attention to County, City, and <br />Township boundaries. A County, City, or Tawnship will not be divided into r�ore than <br />flne district except as necessary to meet equal populatzon requirements ar to form dis�r�cts <br />that are composed of convenient, contiguous, and compact territory. When any County, <br />City, or Tornmship z�nust be divided into one or more districts, it wili be divided inio as <br />few districts as possible"; and <br />WHEREAS, Ramsey County seeks to maintain a11 fifteen municipalities which <br />are entirely contained wfthin its borders as whole political units w�ithin a single <br />Congressional District; <br />NOW, THEREFORE, BE IT RESOLVED, that the Arden Hills City Council <br />supports the Raznsey County Board of Cornrnissioners' request thai the State Legislatu�re <br />and the Governor formulate a redistricting plan that rz�aintains Rarnsey County as a whole <br />political unit and preserves ihe Couniy's unique communities of interest in a single <br />Cangressional Districi. <br />
