Among the possible amendments discussed at the February 22, 2011 roint Planning Commission <br />and City Council work session was a change to the Zoning Coc�e to allow detached garages in the <br />front yards of lakeshore lots. Since then, both ihe PIanning Commission and the City Co�cil <br />have it�dependently given Staff direction to move forward with drafting possible language that <br />would ailow lakeshore lot owners to construct detached garages in their front yards under certain <br />circurnstances. <br />Staff conducted research on other comrtnunities' regulahons pertaining to frant yard accessory <br />structures and found that most communities provide some �rovision to allow Iakeshore lot <br />owners to cons�r►tct detached struct�u'es on the street side of their properties. Staff looked at the <br />Codes of adjacent comrnunities, and Minneionka, BrookIyn Park, White Bear Lake, and <br />Burnsvil�e. Based on a review of these Cades, Staff drafted regulafions that address detached <br />garages on lakeshore lots (Attachment B). <br />Discussion <br />Staff drafted the following language that would allow detached garages in the front yard of <br />lakeshare lots: <br />A. Detached accessor,y gara eg s ma,y be located in the front,_vard <br />(beiwee� dwellin� and street) of a lakeshore praperiy �provided aIl <br />of ihe followin are �net: <br />1. Detac�ed �ara�es shall not be Iocated wi�in the miniz�auzn <br />froni yard„setback. <br />2. Color and roof material of detached �ara�es shall match or <br />complement the existin�_�rima�-y residential siructure, and shall <br />conform to all o�her re uireanents for the zonin district. <br />The above language would anly allow detached garages at least 4U feet from the front property <br />line to maintain consistency with tl�e current front yard setbacks far pz-incipaI structures in the R- <br />1 district. The Ianguage a�so pravides for design standards t�at would requir� the new siructure <br />to match the existing horne on the lot.
