Talaas staied o�ce #he Cou�ty and Mr�DOT knew what would be developed on ihe TCAAP <br />site, additionai plaru�u�g tivou�d begin for the fitture of this intersection. <br />Counc�lnuember Hoimes asked w�at irnproveinents were propased for Co�nty Rc�ad F and <br />Hamline Avenue. She indicated the B�arkrioll neighborhood in Arden Hiils would be greatly <br />affectec� by the proposed improvements. Mr. Tolaas s�ated Hamline AvenuelTH 51 wo�Id <br />beco�e a four iane kiighway thxough the I-694 zmprovements_ A signalized intersection was - <br />planned for Han�l�e Avenae and County Road F. The plans tivere disctassed further with Ehe <br />Councii. <br />Councifine�ber Halden noted the City of Shorevie� mainiained three access points fo the major <br />higl�ways while Arden Hills' access �oints were being reduced. Mr. Tolaas explairzed the County - <br />vvas irr�proving the interchange to zneei capacity az�d safety needs. He indaea.tec� fur�ding <br />constraints were 1i�iting constn.�etian abzlities for both the Cour�ty and the �tate. Rarnsey County <br />was interested in provi�ing solutions to bmader system changes fihat bene#ited the region. <br />P�blic Warks i}irector Maurer questioned #hat if and �when the TCA.AP parcel develops, the <br />in#�rchange at U.S. 10 / High«ay 96 may need a northbovnd U.S. 10 to eastUound Highway 36 <br />r�np to cr�te addi#iona� access. Mr. Tolaas sta#ed the Co�ty would be speaking with a future <br />dev�Ioper about this pvssibiliiy. The Cot�nty did not have funding to prc�vide that mo�errient at <br />this time. <br />Public VVorks D�rec�or Ma�rer questior�ed if a trail wauld be con�inued aver tk�e br�dge to <br />Hig�►way 35UV. Mr. Toiaas reviewed t�� traii iacatior�s with #Y�e CQuncil and disc�ssed the safest <br />route for biking na�c to pass over the highways. <br />I'ublic Wor�s llirec�tor Maurer as�ed if the Caun;ty would be providing screening between <br />so�chbound I[ig�way IO towards I-b94 to reduce head�ight glare. Mr. To�aas indicated this <br />would be would have to be discussed_ <br />Co�nc�l�ane�nber Ha�den questioned how Dave Ckuneil would access Highu�ay 96. <br />Da�ve C�emeil reviewed the issues with a cul-de-sac on this frantage road. He exglained his home <br />has had acccss to Highway 96 for 75 yeax�s. He req�ested the County allovv his prt�perty access. <br />Mr. To�aas stated Ramsey County felt it was unsafe ta al�ow access to Highway 96 from this <br />frontage road. <br />
