The silos are needed to store plastic resin pe�lets that would <br />be used to supply the company's n�w ex#rusion laminator machine. <br />The applicant's request also includes a 10,400 gallon confainment tank. The tank would be <br />approximately 13 feet tall, 12 feet in diameter, and �vauid be made of white plastic. A new <br />s�orage room is being constructed within the building to hold multiple 55-gallon closed drums <br />containing ink. The room is designed to be explasion-prooi since the ink has potential to be <br />flarnlnable. According to the Fire Marshal, �the exterrial containment tank must b� able to hold <br />�lie contents af one of the drums if there �ovas a spill. In the event of an accident, the ink wo�ld be <br />pumped into the proposed containment tank on the e�ierior of the building. Additionally, in the <br />event of a spiIled barrel, the contai�nent tank would also need to be able to ho�d 30 minutes <br />worth of water runoff from the sprinkler system in order to su�press a f re or otl�er hazard. <br />All of the material would be contained within ihe silos, piping, iaminator, and containment tank. <br />The project is designed to protect the exterior fram potential nuisances. The pipes as well as the <br />silo tanks would be constructed with double walls. The addition of the three structures is not <br />expected to impact acce�s traffic circulation, nor would it have an impact on loi coverage a.�d <br />parking. <br />The applicant has submitted two letters addressing ihe details of the applicaiion, a site plan, az�d <br />rz�ea,surements of the proposed structures (Attachment B). <br />Evaluation Criteria <br />Section 1320.13 of ihe Arden Hills Zaning Code states that site modificaiion proposals in the G- <br />B District shall be reviewe�. according to the criteria far eval�ating Conditional Use Perrnit <br />(CUP) Amendments as listed in Section 1355.04 5ubd 3. The Planning Cornrnission and City <br />Council s�all consider ihe effect of the proposed use upon the health, safety, convenience a�d <br />general weliare of the owners axzd occupants af the sur�rounding land, in particuIar, and ihe <br />cammunity as a whoi�, in general, including but not lirz3ited to the follawing factors: <br />1. Existing and anticipated traffic and parking condiiions; <br />2. Noise, glare, odars, vibration, smoke, dust, air polluiion, heat, liquid or solid waste, az�d <br />o�her nuisance character�stics; <br />3. Drainage; <br />4. Popuiation density; <br />5. Visual and iand use coznpatibility with uses and structures on surrouz�ding land; adjoining <br />land values; <br />b. Park dedications where applicable; and the <br />7.
