Parks, Trails & Recreation Committee Meeting Minutes <br />Page 3 <br />3. REPORTS <br />September 20, 2011 <br />A. City Council Report <br />Council Liaison Werner mentioned that he felt people were very receptive at the State of the <br />City event. <br />He indicated that they are currently looking at the 2012 budget and have changed the tax levy <br />formula which will impact Arden Hills by a 3% tax levy increase. He informed that <br />approximately half of the budget goes towards public safety. Mr. Werner indicated that <br />Council decided to have two separate meetings — one on the 5th for public comment and <br />another on the 12th to make the final decision on the tax levy increase. <br />Council Liaison Werner informed that the CIP amount budgeted for Valentine Park was <br />$310,000 but that the estimates for improvements came in at approximately $551,000. Ms. <br />Olson indicated there were two concepts being looked at and Council is leaning towards <br />Concept 1 which has the amenities located closer to the homes. Ms. Olson indicated the next <br />step is for City Council to give direction on the park layout and then improvements could <br />tentatively start in the spring of 2012. The City Council was in consensus of allowing staff to <br />work on completing 75 percent of the design in order to get more accurate estimates and then <br />bring those estimates back to Council. <br />Council Liaison Werner informed that they are still working on municipal consent on the <br />interchange improvement at the intersection of Hwy 96 /US 10 and that the residents around the <br />lake again requested a sound wall. This issue is being brought forth at the next City Council <br />meeting because there is a 90 day limit in which to either adopt the resolution, deny the <br />resolution, or deny final layout and municipal consent with conditions. Council Liaison <br />Werner stated that Public Works Director Maurer is presently working on those conditions. <br />B. Public Works /Park and Recreation Report <br />Ms. Olson mentioned that the turnout for the Celebrating Arden Hills event was good and that <br />she felt the event was a great success. She indicated that Bethel did an excellent job as well. <br />As always, the firework display was well received. She also thanked the City and Public <br />Works staff for all their help with the event. <br />4. UNFINISHED BUSINESS <br />A. Park Tour Evaluation Results <br />Ms. Olson recapped that in June the committee had a park tour and she has now included the <br />evaluation sheets with the comments and also a sheet comparing the averages between the <br />2009 and 2011 results. She asked the committee members to take a look at the results before <br />she includes in the Administrator's Update for City Council to review. Committee Member <br />Messerly questioned the comment listed under the Arden Oaks Park which states "the <br />barricade at the trail entrance should be moved." It was determined this comment was meant <br />to be listed under the evaluation sheet for Sampson Park. <br />
