This should have <br />been included — clarification change. <br />- Added "per time block" to the ba11 field rentals - both lighted and unlighted, as a <br />clarification change. <br />Planning & ZoninQ <br />Staffs goal in setting land use fees is to charge enou�h to adequately cover the cost of <br />staff time to process a particular land use request. Staff reviewed land use fees from ten <br />communities within the metropolitan area (attached). Based on StafPs review, a number <br />of chauges are proposed to the fee schedule for 2012. The fee for Final Plats, <br />Comprehensive Plan Amendments, PUD Master Plans, and Site Plan Reviews has <br />proposed to be increascd. Staff found that the City's other land use fees were largely in <br />line with those of suxrounding communities. <br />In addition, Staff is proposing to restructure the fees for Conditional Use Permits and <br />Amendments, Inieri.m Use Permits and Amendm.ents, and PUD Amendments to reflect <br />the difference in Staff time for pr�jects that require a site plan review; versus those that <br />do iiot. In the past the fee schedule tiv�as set up so that applicants would be charbed for <br />bath a CUP Amendment and Site Plan Revie«� if one was necessary; however, we found <br />that this was confusing for applicants �vho often expected to pay just a single fee. It is <br />Staffs belief that, by clearly stating the fee for applicatians that include a site plan <br />review, versus those that do not; it will be easier for applicants to know what lhey will <br />ha�e to pay for a particular land use application. <br />A table of fee rates for vari�us communities, along with Arden Hills' existing and <br />proposed fees, is included as Attachment A. <br />Tobacco Fees <br />This section of the fee schedule is being corrected to be consistent with City Code. <br />Utilitv Rates <br />In 2008, a comprehensive utility rate study was completed. The City Council adopted a <br />new utility structure with tiered rates to comply with the new water conservation <br />regulations as a result of this study and also phased out the Senior Citizen discount over <br />three years. The new utility fees were implemented effective January 1, 2009. <br />Accordingly, attached are the utility rates to be implemented effective January 1, 2012. <br />However,,if the Council chooses to proceed with the change in Utility Rate Structure (a <br />separate agenda item), those rates will be reflected in the ordinance for final <br />consideration at the December 12�' Council meeting. <br />The WAC'and SAC charge has been increased from $300 each to $500 each to be more <br />competitive with surrounding cities and to help provide funds for anticipated system- <br />wide repairs and maintenance. Also, this rate has not been increased since 2009. <br />Requested Action <br />Motion to approve Ordinance 2011-01� adopting the 2012 Fee Schedule as presented. <br />
