,`, QEEN HILLS <br /> MEMORANDUM <br /> DATE: November 28, 2011 <br /> TO: Honorable Mayor & City Council <br /> Patrick Klaers, City Administrator <br /> FROM: Meagan Beekman, City Planner P-5 <br /> SUBJECT: Joint Powers Agreement between the City of Arden Hills and the Ramsey County <br /> GIS Users Group <br /> Background <br /> iSince at least 1998, the City of Arden Hills has been a member of the Ramsey County Geographic <br /> Information Users Group (RCGISUG). The RCGISUG was formed in 1995 to provide member <br /> cities and organizations throughout Ramsey County with a centralized and efficient source of <br /> electronic geographic data. Since the RCGISUG processes geographic information for the entire <br /> County, the users group is able to provide the information in a standardized format and is more <br /> affordable than would otherwise be possible. <br /> City Staff uses the geographic data provided by the RCGISUG on almost a day to day basis in such <br /> activities as planning cases, code enforcement, creating custom maps, and comprehensive planning. <br /> The City is provided with updated information on CDs on a regular basis, which allows us to <br /> manipulate the data and create our own maps as needed. Some of the information provided by the <br /> RCGISUG is available online at http://www.ramseygis.org/index.html. <br /> Discussion <br /> The RCGISUG has joint powers agreements (JPA) with all of its member organizations. The JPA is <br /> re-authorized every three years, and was last approved by Arden Hills in October of 2008. The <br /> current JPA expires at the end of this year. The membership fees are based on the population served <br /> by each member organization. New fees were calculated based on the 2010 census. Due to a slight <br /> decrease in Arden Hills' population, the City's fee for 2012 will decrease by ten dollars from <br /> $971.96 to $961.96 per year.
