The <br /> Minnesota Pollution Control Agency(MPCA)oversees the Stormwater Program for the <br /> Municipal Separate Storm Sewer Systems (MS4) program. As part of this program, the <br /> MS4 General Permit Part V.G.6.b.3 requires that all outfalls be inspected. It is our <br /> understanding that the City of Arden Hills has not yet taken any steps towards meeting <br /> the outfall inspection requirements as outlined by the MPCA. <br /> Elfering &Associates proposes to complete the services listed below to bring the City <br /> into full compliance with the MS4 outfall inspection requirements. In addition, the MPCA <br /> as part of the revised 2011/2012 NPDES MS4 General Permit will be requiring a <br /> Stormwater Pond Inventory be completed. The MPCA has proposed the requirement <br /> that the inventory be completed 30 days after the effective date of the revised permit, <br /> expected in early 2012. As part of the field data gathering process we also propose to <br /> gather all field information necessary to position the City to be able to efficiently <br /> complete the Stormwater Pond Inventory. <br /> Our proposed scope of work includes the following deliverables and assumptions: <br /> • The GIS map prepared by the City of Roseville for the Arden Hills storm sewer <br /> system will be utilized to identify which outfalls will be inspected and ponds that <br /> will be included. Any structures/outfalls that are not on the map will not be <br /> located and included. <br /> • The following data will be gathered for every outfall: <br /> o GPS coordinates will be obtained for structures that are in a location that <br /> will allow for point information to be gathered. Every effort will be made to <br /> obtain a GPS coordinate, but tree coverage and other obstacles may <br /> hinder the ability to get a reading.
