EN HILLS <br /> DRAFT <br /> CITY OF ARDEN HILLS <br /> PARKS,TRAILS AND RECREATION COMMITTEE MEETING <br /> TUESDAY,DECEMBER 20,2011 <br /> ARDEN HILLS CITY HALL <br /> CALL MEETING TO ORDER <br /> Chair Scott called the December 20,2011,meeting of the Parks, Trails, and Recreation Committee <br /> to order at 6:30 p.m. <br /> MEMBERS PRESENT: Chair Steve Scott, Committee Members Chuck Michaelson, Don <br /> Messerly, Harold Petersen, Rich Straumann, Cindy Garretson, Phil Kramlinger, John Peck(arrived <br /> at 6:35 pm),and Council Liaison Ed Werner. <br /> OTHERS PRESENT: Park and Recreation Manager Michelle Olson and Community <br /> Development Intern Mei-Ling Anderson. <br /> ABSENT: Committee Member Nancy O'Malley (excused). <br /> 1. APPROVAL OF AGENDA <br /> Committee Member Messerly asked that New Business Item 4A be moved before Unfinished <br /> Business. <br /> MOTION: Committee Member Straumann motioned to approve the agenda as amended, <br /> seconded by Committee Member Michaelson. The motion carried unanimously <br /> (7-0). <br /> 2. APPROVAL OF MINUTES—November 15,2011 <br /> MOTION: Committee Member Petersen motioned to approve the November 15, 2011, minutes, <br /> seconded by Committee Member Michaelson. The motion carried unanimously(7- <br /> 0). <br /> 4. NEW BUSINESS <br /> A. "Parks & Open Space" District Zoning Discussion—Mei Ling Anderson <br /> Community Development Intern Anderson indicated that City staff has discussed creating a <br /> Parks and Open Space District for the City since there is currently no zoning district for Parks <br /> and Open Space. She informed the packet included a blacklined version of the draft which <br /> incorporates feedback brought forth by the Planning Commission in a work session. The draft <br /> describes the intent of the ordinance,permitted uses, and a list of special regulations. Ms. <br /> Anderson indicated that one of the big changes they made at the Planning Commission work <br /> session was to make the specified uses for the district a little more flexible. She indicated the <br /> ordinance will primarily apply to City owned space but there are some areas in the City that <br /> might be private use or County owned. She indicated the TCAAP property might be one of <br /> those non-City owned properties that would be zoned as Parks and Open Space. Ms. Anderson <br /> indicated the purpose of this discussion was to have the PTRC review the draft and provide <br />
