Parks,Trails&Recreation Committee Meeting Minutes December 20,2011 <br /> Page 4 <br /> Mr. Werner mentioned that there was also discussion regarding the no parking on the . <br /> north side of Floral Park. Ms. Olson recapped that Council had asked for staff to provide <br /> more information and to look at accident reports in the area. She indicated there were <br /> two unrelated traffic incidents that were not in the vicinity of the park. Also,the opinion <br /> from the Ramsey County traffic officer was that the parking restrictions should remain as <br /> is with no changes. Ms. Olson also indicated parking on the north side would cause <br /> passengers to exit their vehicles directly into a steep hill and it was determined the City <br /> would have to put in approximately 225 feet of retaining wall, etc., at a cost of$20,000. <br /> Staff also looked at the need for parking and whether there was a way to build a parking <br /> lot. This would either require removing the basketball court or looking at the parcel on <br /> Royal Lane just across from the perennial garden, however, this is located along the <br /> curve which would have visibility issues. Mr. Werner indicated because of the cost and <br /> neighborhood input the Council voted(4-0)to leaving the no parking as is. <br /> Mr. Werner informed there was also discussion regarding the Walgreens. He indicated <br /> Walgreens reviewed the approved development plan for the CVS Pharmacy and only had <br /> a few minor modifications to the approved layout. <br /> Council Liaison Werner informed that nine of the 39 lots have been sold in the new Pulte <br /> Home development. <br /> Mr. Werner mentioned staff recommends the placement of the first two gateway signs at <br /> the intersection of County Road E and at the triangle parcel at the intersection of County <br /> Road D and Fairview. <br /> Mr. Werner mentioned that Arden Hills would be able to apply for approximately a <br /> $1,000,000 interest free loan if they have MSA eligible projects and not enough funds. <br /> He indicated there was discussion on road repair on Old Snelling Avenue from Lindey's <br /> to TH-51 and this repair could be done through either Municipal State Aid or just having <br /> an overlay. <br /> Council Liaison Werner indicated the City was contacted by a resident regarding the <br /> overnight parking ordinance and,therefore, Council and staff discussed whether changes <br /> should be made to the current ordinance. He indicated it was decided to put the <br /> restrictions in a Newsletter so people are aware of the no parking restrictions. <br /> Mr. Werner indicated that Ramsey County voted 4-3 to go ahead and find out which <br /> architects are interested in designing and building a new stadium. <br /> B. Public Works/Park and Recreation Report <br /> Ms. Olson mentioned there was a delay opening the ice rinks because of the warm <br /> weather but that they are now scheduled to open tomorrow, December 21. <br />
