Parks,Trails&Recreation Committee Meeting Minutes December 20,2011
Page 3
C. 2012 Committee Chair
Chair Scott recapped that he had announced not to seek the chair for 2012 because of time
constraints. The PTRC members recommended Phil Kramlinger as Chair with Steve Scott and
Rich Straumann as Vice Chairs.
MOTION: Committee Member Michaelson moved, seconded by Committee Member
Peck. The motion carried unanimously (8-0).
D. Trail Sianaze Discussion
Committee Member Kramlinger recapped that from comments received from the committee
members the consensus was to do a colored sign with the City parks and trails map on it. He
indicated he would be willing to work with City staff on putting together an example. Mr.
Kramlinger indicated he also found out there would only be one set-up fee even though the
maps would have the"you are here"verbiage in different locations. Ms. Olson questioned
what size map the committee was thinking of, if they would be zooming in on sections of the
map or including the entire map, and if they would be including both existing and proposed
trails. Committee Member Kramlinger indicated he would have a couple signs made to bring
to the next meeting. Ms. Olson asked if they should also include county trails on the map and
whether they should be putting mileage on the signs or have a scale. Committee Member Peck
felt it would be a good idea to include the distance between trail segments. Discussion ensued
on whether to have two groups of trails (a separate map for northeast and a separate one for
southwest), or divide the map into four quadrants and zoom in on those. Committee Member
Kramlinger indicated he would work with City staff to get a demographic print and will find
out what format the graphic needs to be in.
E. City Council Report
Council Liaison Werner indicated the City's proposed 3 percent levy increase for 2012
ended up at 1.80 by a 3-2 vote.
Mr. Werner also indicated Council approved a I percent salary increase for non-union
employees effective January 1, 2012, but not an additional I percent increase July, 2012.
Mr. Werner mentioned another item discussed at the work session was the sound wall
requested by the residents in the southwest quadrant of Hwy 10 and 96. He indicated the
analysis submitted shows that there is not enough density to justify the cost of the wall.
