ARDEN HILLS REGULAR CITY COUNCIL MEETNG—JANUARY 9, 2012 4 <br /> City Administrator Klaers explained that the seven communities of the Sheriff's Contracted <br /> Communities group were planning for the Ramsey County Sheriff's Department (RCSD) to take <br /> over animal control services effective January 1, 2012. However, the RCSD hiring process for an <br /> animal control employee is moving forward slowly and the seven communities have decided to <br /> continue their contract with Animal Control Services (ACS) until the RCSD operation is up and <br /> running. RCSD estimates that the start-up could be delayed until the end of March. <br /> City Administrator Klaers explained that Rick Ruzicka, ACS, has agreed to extend his services <br /> on a month-to-month basis for up to three months under the same terms and conditions as the <br /> 2011 agreement. City Administrator Klaers added that the fees to RCSD would be adjusted on a <br /> prorated basis. <br /> Councilmember Holmes commented that at the last Sheriff's meeting the agreement was <br /> tentatively going to be that the cities would contract with Ramsey County for animal control <br /> services and Ramsey County would contract with ACS. <br /> City Administrator Klaers explained that the Sheriff had difficulty getting that proposal <br /> scheduled before the County Board so it was decided it would be "cleaner" to have each <br /> community contract directly with ACS. <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded the <br /> motion to approve an extension of the 2011 agreement with Animal Control <br /> Services on a month-to-month basis with an anticipated ending date of March <br /> 31,2012. <br /> 10. COUNCIL COMMENTS & STAFF UPDATES <br /> A. Beyond the Yellow Ribbon Initiative <br /> City Administrator Klaers stated that in spring 2011, the City received emails regarding <br /> meetings being set up for a local Beyond the Yellow Ribbon initiative. Councilmember Holden <br /> attended one of their organizational meetings. In the fall, the City received materials about <br /> approving a resolution of support for this initiative. On November 10, 2011, Councilmember <br /> Holden requested that material regarding the Yellow Ribbon Initiative be distributed to the <br /> Council and at the November 21, 2011, Council Work Session the Mayor asked that this topic be <br /> placed on a future work session agenda. He explained that most of the communities he has <br /> contacted have approved a resolution of support but they have not been attending the monthly <br /> meetings. <br /> Councilmember Holden stated that she brought this up because Arden Hills will soon have the <br /> headquarters for the National Guard as well as the Army Reserve. The Beyond the Yellow <br /> Ribbon Initiative is an organization that helps people in the community who have served or are <br /> serving in the military and their families. Currently this organization is trying to become spread <br /> wider throughout the communities. She explained that each city that is involved looks for <br /> volunteers to assist military families. She believes this is a good organization. The organization <br /> meets the third Thursday each month at 7:00 p.m. at Roseville City Hall. <br />
