PARKS, TRAILS AND RECREATION COMMITTEE MEETING <br />APRIL 17, 2007 Page 2 <br /> <br /> <br /> <br /> At a previous meeting, the PTRC made a motion for staff to get Council to show support towards <br />the Elmer L. Andersen connection/extension. That will be brought to an upcoming Council <br />meeting. <br />th <br /> Committee membership interviews will be held Thursday, April 19. There were five applicants <br />and the committee has two vacancies. The applicants were: Joani Werner, John Peck, Wallace <br />Nosek, Harold Peterson and Charles Kachel. <br /> <br />6. COMMITTEE EXPECTATIONS <br />There was a committee expectations discussion and the following changes were suggested. <br /> <br /> Change the last word in the first sentence in the second paragraph to “within”. <br /> <br /> Replace the Missions/Purposes section with the wording that Chair Henry provided. <br /> <br /> Replace “objectives” with “goals”. <br /> <br /> Start the expectations section on the second page and starting the numeration with number one. <br /> <br /> Change the order of the three purposes in the first sentence in the Missions/Purposes section to <br />read, “Parks, trails and recreation in Arden Hills enhance the health and well-being of the <br />residents/guests, increase the desirability of the city as a place to live or work and improve the <br />value of citizen’s property.” <br /> <br />MOTION: Committee Member Crassweller motioned, seconded by Committee Member Straumann <br />to accept the Committee Expectations as amended. The motion carried unanimously. <br /> <br />7. PTRC PRIORITIES RELATIVE TO CIP <br /> <br /> Disk Golf/Bocce Golf Course <br />MOTION: Committee Member Crassweller motioned, seconded by Committee Member <br />Straumann to recommend budgeting $2,500.00 to put in a bocce golf course at <br />Lindey’s Park this year. The motion carried unanimously. <br /> <br /> <br /> Fenced Dog Park – The Committee would wait to see what Ramsey County does. <br /> <br /> Freeway and Hazelnut Park Warming Houses – Ms. Olson stated that Freeway Park was set and <br />in good shape. The City could move warming house from Cummings to Hazelnut, or leave the <br />site as is. The estimated cost of the move was between $6,000 and $8,000. This will be <br />discussed at the July work session. <br /> <br /> Study feasibility of improving Valentine Park – This would be brought to the July work session. <br />The estimated cost to fix the park was between $200,000 and $250,000. <br /> <br /> Tony Schmidt Park Railroad Underpass - The construction was complete and Ramsey County <br />anticipated paving from County Road E to Lift Station Road this summer. In regards to whether <br />the County would keep this open year round, the County would probably not be able to maintain <br />this trail during the winter months and would probably require assistance from the City if it were <br />to be open year round. The City will need to work out an arrangement with Ramsey County. <br /> <br /> Perry Park Trail - Waiting on DNR Grant <br /> <br /> Trail on Old Snelling – East versus West Side discussion took place. The PTRC strongly <br />recommends the East Side. <br /> <br /> South side of County Road E trail and bridge – We did not get the funding for this project and <br />this will be reevaluated and brought back to Council to see what other funding opportunities <br />(such as MSA funds) could be utilized. <br /> <br /> CPA Railroad Bridge – Staff is verifying that the estimate we have is correct and then it will go to <br />Council to see if they want to move forward on preliminary plans. MSA funds are proposed to be <br />used. <br /> <br /> North side of Lake Johanna – No timetable is set on this. It is listed as priority #3 in the Tony <br /> Schmidt Master Plan. <br /> <br /> <br />
