ENHI,S
MEMORANDUM
DATE: September 18,2007 Item 6.B
TO: Parks, Trails, and Recreation Committee
FROM: James Lehnhoff,City Planner
SUBJECT: 2008 Comprehensive Plan Update
Active Community Living
Requested Action
Review the 1998 Comprehensive Plan, 2002 Parks Trails and Open Space Plan, and the 2006
update to the PTOS plan to provide input on how active living principles could be incorporated
into the 2008 Comprehensive Plan,
Background
In 2006,the City received a grant from Blue Cross Blue Shield of Minnesota to incorporative
active community living principles into the City's 2008 Comprehensive Plan. While the grant
does not require the adoption of any specific polices or programs, it does encourage
incorporating methods that promote healthier opportunities and choices into the PIan. The
general idea of the program is that the built environment(i.e.roads, trails, sidewalks) and
environmental quality impact the health of residents. For example, providing more trail
connections to services, employment centers, and parks may encourage the use of non-motorized
transportation.
The City held a community-wide meeting at North Heights Church on August 7, 2007. This
meeting included an activity that solicited comments about healthy living, parks&trails, and
other quality of life issues. A common theme throughout the responses is the request for more
trails, more trail connections, green space, recreational opportunities, and a clean environment.
