2
Comprehensive Plan Topics
State Statutes and the Metropolitan Council regulations require the Comprehensive PIan to
address certain topics(http://www.metrocouncil.org/planning/LPH/handbook.htm):
■ Land use;
■ Housing;
■ Transportation;
■ Water resources management(water supply, stormwater, sewer system);
■ Parks,open space, and natural resource protection;
■ Plan Implementation;
■ Economic Development/redevelopment(optional)
■ Intergovernmental coordination(optional)
Instead of dedicating a new and specific chapter to active living principles,we are searching for
places to integrate ideas,policies, and strategies throughout the Plan to promote a healthier
lifestyle. Healthy living is not just focused on increasing physical activity. It also includes
mental health, air quality,water quality, access to healthy food, safety,transit, and housing
quality. The goal of the active living program is to remove barriers to active living, develop
infrastructure that promote active living, and provide healthier choices. By incorporating healthy
living policies into multiple parts of the Plan,we are hoping that more of the policies will be
implemented in combination with other City programs and needs.
The Design for Health program has prepared a matrix to help provide some guidance on where
healthy living components can be incorporated into the Comprehensive Plan. The matrix is not
all inclusive or exclusive to other ideas. While the City cannot force people to live healthier,
what else could the City to do to promote healthier living?
Direction
Please review the attached information from the August 8 community meeting and provide input
on how the information could or should be developed further for inclusion into the 2008
Comprehensive Plan. After reviewing the information,what other questions remain? What
needs to be developed further? What healthy living ideas are missing? The Design for Health
website includes a significant amount of information on incorporating active living into
_ _ — Comprehensive-Plans. Please-visit-that website-at httE://www.desipforhealth.net/. - - -- - -
