The City's parks and trails compose a coherent network that: <br /> ■ Provides land and water-based recreation, as well as convenient and safe <br /> access to parks,trails, and recreation facilities in the region; <br /> ■ Develops and maintains a system of neighborhood parks and trails. <br /> ■ Encourages non-motorized transportation and community. <br /> ■ Supports and encourages access to lakes, marshes, and wooded areas; <br /> ■ Provides connections between the portions of Arden Hills south of Highway 96 <br /> and new development to the north, as well as among other neighborhoods <br /> otherwise separate by roads; <br /> ■ Provides important resources to schools, colleges, employers, and other <br /> organizations in the region; and, <br /> ■ Strengthens community among citizens. <br /> 2002 Parks, Trails, and Open Space Plan <br /> Mission Statement:The Arden Hills Parks and Recreation Department is dedicated <br /> to serving the people of Arden Hills by providing a comprehensive, well-maintained <br /> system of parks, trails, and open spaces and a balanced program of affordable <br /> recreation activities. <br /> Goals: <br /> 1. Complete trail connections and expand trail use opportunities. <br /> 2. Revitalize underutilized parks. <br /> 3. Advocate for dedication of public lands in TCAAP, consistent with the Vento re- <br /> use Master Plan. <br /> 4. Ensure permanent access and parking for major parks with no access and <br /> parking easements. <br /> 5. Enhance natural areas and opportunities for passive uses. <br /> 6. Secure funding to ensure that the vision is achievable. <br /> 7. Enhance partnerships with businesses,institutions, and agencies. <br /> 8. Increase visibility and access to parks and trails. <br /> 9. Continue to evaluate and respond to changing demographic and recreation <br /> needs. <br />
