3 <br /> 1998 Goals and Policies <br /> Parks and Trails: <br /> 1. Continue to expand the trail system to connect neighborhoods to parks, trails, <br /> and other area destinations according to defined priorities. <br /> 2. Continue to provide a balance of active and passive recreational areas, while <br /> emphasizing the natural beauty of the area. <br /> 3. Connect neighborhoods to the City's trail system by constructing pedestrian <br /> crossing that eliminate or avoid conflicts with major transportation barriers. <br /> 4. Strengthen the existing neighborhood park system by making improvements as <br /> feasible through the annual budgeting and CIP process. <br /> 5. Develop the TCAAP area with an integrated neighborhood park and trail system. <br /> 6. Work with the surrounding communities to plan a joint athletic facility. <br /> 7. Develop a community park in the civic center area of TCAAP. <br /> 8. Expand recreation activities to meet a broader variety of ages and interests. <br /> 9. Strive to involve users in the parks and recreation planning process. <br /> 10.Pursue outside funding sources for park and trail improvements. <br /> 11.Require new neighborhood parks to be a minimum of five acres in size to ensure <br /> viable space for active recreation. <br /> 12.Explore opportunity for additional soccer fields. <br /> Protected Resources: <br /> 1. Review the identified environmentally sensitive areas including lakes, wetlands, <br /> natural watercourse, steep slopes, and woodlands. Determine if existing <br /> regulatory measures adequately protect the identified natural resources. <br /> 2. ,Encourage new development to respect the natural features and minimize <br /> damage of the natural environment by implementing Best Management Practices <br /> and Nationwide Urban Runoff Program (NURP) pond standards. <br /> 3. Ensure that new development complies with shoreland standards, flood plain <br /> regulations, state wetland requirements, and RCWD requirements. <br /> 4. Continue to work with the appropriate agencies to assure that water quality and <br /> quantity issues are addressed. <br /> 5. Work cooperatively with private landowners to preserve and enhance open <br /> spaces. <br /> 6. Support public educational opportunities to foster a better understanding of the <br /> natural environment. <br /> 7. Take steps to protect the "preserve" area of TCAAP. <br /> 8. Create a lake quality and environmental task force to address water quality and <br /> other environmental resource management issues. <br />
