Approve 2012 Tobacco License Renewals MOTION: Councilmember Holden moved and Councilmember Holmes seconded the motion to approve the Consent Calendar as amended and to authorize execution of all necessary documents contained therein. Motion carried unanimously (5-0). 6. PULLED CONSENT ITEMS A. Approve Elmer L. Andersen Memorial Trail Connections Payment#7 to American Liberty Construction, Inc., in the Amount of$20,545.35 Public Works Director Maurer explained this is not a final payment as there are still punch list items that need to be done. Of this payment, approximately $12,250 is for final quantities in the bid; Work Order #1 is for $716.80 for relocation of the speed sign for eastbound traffic; Supplemental Agreement #3 is for approximately $4,800 for miscellaneous additions to the storm sewer on the project; and Supplemental Agreement #4 for approximately $3,869 is for adjustments to hydrants. He explained that they are still retaining $24,136.14 for one punch list item, trail lights not working properly, and paperwork that needs to be completed. Mayor Grant explained that he pulled this item because the memo did not break out the individual costs that Mr. Maurer has now reviewed. Councilmember Holden asked Mr. Maurer to clarify that this project is only costing the City $1,200 because of grant money available. Mr. Maurer confirmed that the cost to the City for this project is just slightly over$1,200. Mayor Grant commented that it would have been better if the location of the speed sign had been more carefully considered at the onset of the project as well as the impact of locating the hydrants on a hill. Approve the 2012 Employee Compensation Plan for Non-Union Employees Director of Finance and Administrative Services Sue Iverson explained that the City Council did a market study in late 2007 and implemented a compensation plan on December 1, 2007.
