She added that <br /> the City Attorney has reviewed and approved this ordinance with only minor changes. <br /> Mayor Grant explained that he pulled this item from consent so that it could be discussed on <br /> camera so residents are aware of the changes. <br /> Director Iverson stated that she does plan to send informational letters to all residents and a <br /> notice in the City newsletter. She explained that if we only certify delinquent utilities once a year <br /> and a property owner files bankruptcy before the delinquency is certified, the City cannot collect. <br /> This ordinance change is an attempt to protect the City. <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br /> motion to adopt Ordinance 2011-015 and authorize publication of the <br /> Ordinance Summary. Motion carried unanimously (5-0). <br /> D. Approve Ordinance 2011-014, adopting Chapter 16, the Storm Water Illicit Discharge and <br /> Connections Ordinance, as presented in the December 12, 2011, report to the City <br /> Council. Authorize publication of the Ordinance Summary. <br /> Councilmember Holmes explained that she contacted the City Attorney and the Public Works <br /> Director because this ordinance was going to be given a separate chapter. She stated she doesn't <br /> think it is necessary to create a separate section for this required ordinance but suggested that it be <br /> added to the end of the storm water ordinance, Chapter 10. <br /> MOTION: Councilmember Holden moved and Councilmember Tamble seconded a <br /> motion to approve Ordinance 2011-014 and authorize publication of the <br /> Ordinance Summary. <br /> MOTION: Councilmember Holmes moved and Councilmember Holden seconded the <br /> motion to amend the motion to approve the addition of the Storm Water Illicit <br /> Discharge and Connections Ordinance to Chapter 10 (Chapter 10.10.15) as <br /> presented in the December 12, 2011, report to the City Council, and authorize <br /> publication of the Ordinance Summary.
