,-A I��ENr�HILLS <br /> MEMORANDUM <br /> DATE: April 12, 2012 <br /> TO: Meagan Beekman, City Planner <br /> FROM: Terry Maurer,Public Works Director <br /> SUBJECT: Traffic Study Comments <br /> PC 12-009 <br /> As requested, I have reviewed the Traffic Study prepared by RLK, Inc., dated February 13, <br /> 2012. I have also reviewed the Response to Staff Comments prepared by RLK, Inc., and <br /> dated March 30, 2012. I reviewed these two documents and also met with Joe Lux, <br /> Planning Specialist, and Erin Laberee, Traffic Engineer from Ramsey County. <br /> My conclusion, after the review of documents and meeting with Ramsey County, is that <br /> traffic, especially the PM peak trips, could pose a significant problem. Furthermore, I <br /> believe the Traffic Study is incomplete and does not provide any technical documentation <br /> for some of its conclusions. To support these conclusions I would cite the following: <br /> 1. The Traffic Study goes through AM and PM peak traffic generation for a 120-unit <br /> apartment and a possible daycare and health/fitness club in the old Holiday Inn <br /> building. It also looks at several possible uses for the new lot and generates AM <br /> and PM peak trips. In Table 3A the study totals these trips for selected possible <br /> uses and shows a total of 336 PM peak hour trips. But in Table 313, where the study <br /> compares this total to the old Holiday Inn PM peak hour trips,the future number is <br /> reduced to 188 PM peak hour trips; a 44%reduction. Although some reduction in <br /> trips to account for combinations is reasonable, I do not see any justification for <br /> such a large amount as 44% (Ramsey County staff also concurred with this <br /> conclusion). No reduction for a shuttle service should be allowed unless it can be <br /> documented that such a service will exist and be maintained. Until an actual use is <br /> established for each parcel, it is difficult to predict an appropriate trip generation <br /> number or reduction percentage.
