2. In RLK's Response to Staff Comments they say that"The developer is confused by <br /> this comment. He currently has a County authorized access permit in hand for the <br /> right-in/right-out onto Lexington." I have confirmed with Ramsey County staff that <br /> this is true but is not the entire story. Although the developer has the access permit <br /> he has no authority to proceed to construct until he has a building permit for a bank <br /> building from the City of Arden Hills. But the Traffic Study assumes a possible <br /> pharmacy w/drive thru on this site with the right-in/right-out. The traffic Study <br /> needs to reflect accurately the requirements of the County access permit; either a <br /> bank on that site or no access to Lexington Avenue. <br /> 3. In response to the County's comment that the traffic study should analyze a <br /> restaurant,the statement is made that"Restaurant use is not anticipated for the <br /> development and,therefore, is not a realistic use to be tested." Is this true of the <br /> newly created lot also? If so, a condition should be put on Lot 2 to not allow <br /> restaurants. It seems ironic that in Table 2B, Potential Trip Generation <br /> Comparison- Lot 2,that the trips generated by a fast food restaurant w/drive-thru <br /> and a community bank w/drive-thru are exactly the same as the pharmacy <br /> w/drive-thru. <br /> 4. Regarding Ramsey County's comment about Level of Service (LOS) analysis <br /> (Item 4 on page 5 of Response to Staff Comments), the response is not adequate. <br /> The County wants to see all of the calculations that were performed to determine <br /> if this development will adversely affect the intersection's LOS. <br /> In conclusion, I believe that traffic and especially PM peak traffic generated by this <br /> redevelopment is a major concern and the Traffic Study submitted raises more questions <br /> than it answers. There is a realistic potential that this proposal will generate 2 to 3 times <br /> the PM peak hour trips than the old Holiday Inn site.
