The County has indicated that they can make all planned geometric improvements <br /> to the intersection of Lexington Avenue and County Road E within the existing <br /> right-of-way with exception of the very corner of the property. However, when <br /> the intersection is expanded to include additional turn lanes there will be very <br /> little right of way left for sidewalk and other boulevard amenities. I would <br /> suggest that the developer be required to provide a separate recordable document <br /> providing an easement for sidewalk and other boulevard amenities over the <br /> required plat's 12 foot drainage and utility easement area on both the Lexington <br /> Avenue and County Road E frontage. <br /> 5. The developer should be required to build a six foot wide concrete sidewalk along <br /> both the Lexington Avenue and County Road E frontage. At the intersection, the <br /> County will need to be consulted to ensure that the sidewalk placement will work <br /> with the intersection's geometric changes planned for the future. <br /> 6. At the intersection of Lexington Avenue and County Road E a 30 foot by 30 foot <br /> triangular permanent easement for roadway and utility purposes needs to be <br /> provided. This area will be needed by Ramsey County when the intersection is <br /> expanded to accommodate the curb radius, sidewalk/pedestrian curb ramp, traffic <br /> signal pole and other items.
