,`,REN HILLS <br /> MEMORANDUM <br /> DATE: April 12,2012 <br /> TO: Meagan Beekman, City Planner <br /> FROM: Terry Maurer, Public Works Director <br /> SUBJECT: Holiday Inn Site <br /> PC 12-009 <br /> As requested, I have reviewed the revised submittal from the Davidson Companies, Inc., <br /> regarding the proposed conversion of the old Holiday Inn site to market rate apartments. <br /> Based upon this review I would offer the following comments: <br /> 1. An 8"water main must be extended from County Road E to the northerly plat line <br /> between the two proposed lots. This water main will provide for the future <br /> looping of water between this site and the Cub/strip mall area north of the railroad <br /> tracks. Both of these areas are currently served by dead end water lines which put <br /> fire fighting ability, domestic service reliability and quality of water at risk. <br /> Eventually getting both of these areas looped will help with all these issues. <br /> 2. As staff, we have discussed options for providing more parking and/or a City <br /> owned street to serve the three properties lying west of the Holiday Inn site. <br /> Since this proposal is moving forward before that issue can be thoroughly <br /> analyzed, I would suggest that the Holiday Inn site provide an easement along the <br /> entire west property line easterly to the rear of the row of parking adjacent to the <br /> building. This would encompass the green space, westerly row of parking and the <br /> drive aisle. The owners of the Holiday Inn site should also be required to <br /> participate in discussions to address this issue. Any easement that is granted <br /> through this application, that is not part of the long-term solution to this issue, <br /> could be vacated at a later date. <br /> 3. Limited access should be provided through the platting process for both the <br /> Lexington Avenue and County Road E frontage for all areas not being allowed to <br /> be used as driveways.
