of the Code as well. <br /> Lighting—Cannot be determined by submitted plans <br /> A lighting plan has not been submitted; however the applicant understands that one is <br /> required that conforms to the requirements of the Zoning Code, Building Code, and <br /> Ramsey County Sheriff recommendations prior to the issuance of building permits. <br /> The Ramsey County Sheriff has recommended that a minimum of three foot candles of <br /> illumination be maintained at the ground level across the parking lot surface. <br /> Pedestrian and Bicycle Circulation—Meets requirements <br /> The applicant is proposing six-foot concrete sidewalks with a six-foot boulevard adjacent <br /> to County Road E and Lexington Avenue the length of both Lots 1 and 2, as is required <br /> by Code. <br /> Bike racks would be located on the interior of the building; however, additional <br /> permanently affixed bicycle parking should be provided outside of the main entrance of <br /> the building for visitors to the site. <br /> C. Parking—Section 1325.06 <br /> The applicant is proposing 259 parking stalls on Lot 1. The Zoning Code requires two <br /> stalls for every dwelling unit on site, which would require 240 parking stalls for this <br /> project; however, given the number of efficiency units, it is likely that parking demand <br /> will be less. At this time the restaurant and banquet facilities are not contemplated; <br /> however, when they are reused the existing parking will need to accommodate the new <br /> uses as well. Without a proposal for the development of the restaurant and banquet <br /> facilities, it is very difficult to determine what the total parking demand for Lot 1 will be. <br /> The lack of a plan for the redevelopment of such a significant portion of the building is a <br /> concern in terms of calculating adequate parking demand for this site. <br /> Lot 2 will be evaluated at the time of the development proposal based on that specific <br /> use. <br /> 2. Guiding Plan for the B-2 District <br /> The Guiding Plan for the B-2 District was accepted by the Council in October 2008.
