This letter has been updated since our original 1 March submission. <br /> Bethel requests approval of both phase 1 and 2 with the understanding that construction on phase <br /> 2 will begin within three years of the start of construction of phase 1. Phase 1 is currently <br /> scheduled to begin in June 2013. <br /> Background Information regarding land use application <br /> The following information was obtained from a December 4, 1996 memo from the Arden Hills <br /> Community Development Director,Kevin Ringwald. <br /> • A sports complex addition was originally approved by the Council as part of a series of <br /> "minor amendments to the Master Plan since 1978 to facilitate development on the site." <br /> • This complex was originally planned to join the Sports and Recreation Center on the east <br /> side,but to have comparable wellness and fitness related functions. <br /> • Since the time of the original approval,the concept has remained the same but the <br /> location has shifted to join the Robertson gym complex in order to better balance the <br /> current population and activity centers of the University. <br /> • The new Wellness Center also appears to be the same relative size of the originally <br /> approved building although the programming of both phases of the Wellness Center now <br /> includes the original fitness concept, original classroom concept,and original locker <br /> room improvement concept, as well as the added services of Counseling,Health Services, <br /> and an academic wellness-related department such as Biokenitics which are more <br /> currently considered part of a University Wellness and Fitness complex. <br /> Information and Requests relatingtotemporga modular classrooms <br /> The proposed construction of the Wellness Center phases will have an impact on use of <br /> temporary modular classrooms on campus. <br /> Under City Special Use Permit Case No. 04-10,Bethel was allowed to install four temporary <br /> classrooms just north of the Robertson Center. The original authorized period of use was"seven <br /> years or the completion of the student life center,whichever occurs first." Unfortunately the <br /> Brushaber Commons,which was completed in 2009,did not have the originally planned <br />
