2. Shared access drives and shared parking are utilized by all such businesses using <br /> drive-up windows in said building or complex. <br /> 3. Only one building or architecturally unified complex containing two or more <br /> businesses using drive-up windows will be allowed in addition to one <br /> freestanding business using a drive-up window. <br /> 4. The architecture and the site, grading, circulation, landscaping, screening and <br /> signage plans shall unify the appearance and function of the complex or building. <br /> 5. An architecturally unified complex may consist of one or more buildings on one <br /> or more parcels if the intent of providing a unified appearance and function is not <br /> compromised. <br /> 6. The applicant shall submit a circulation plan that demonstrates that the use will <br /> not interfere or reduce the safety of non-motorized movements, specifically <br /> pedestrian and bicyclists. <br /> B. Additional Requirements for Drive-up Windows—Meets Requirements <br /> The Code specifies additional minimum requirements for drive-up windows, and <br /> businesses in the City. Because the building and pharmacy are preexisting, many of the <br /> additional requirements do not apply to this application. <br /> 1. Location. The Code requires that the drive-up window not create an unreasonable <br /> traffic volume, which in not anticipated to occur with this application because the <br /> pharmacy is a preexisting use on the property. Furthermore, the Code requires a <br /> distance of at least 1,320 feet between drive-up windows. At present there are three <br /> drive-up windows within 1,320 feet of the subject property; Arby's Restaurant, TCF <br /> Bank, and the future Walgreen's Pharmacy. Criteria for waiving the minimum <br /> distance requirement are outlined above. <br /> 2. Electronic Devices. A speaker will be installed as part of this proposal, and will be <br /> located 63 feet from the nearest property line. The City Code requires a minimum <br /> distance of 50 feet. <br /> 3. Access and Circulation. The Code requires at least two access points on the subject <br /> premises for drive-up windows. This requirement is met by the current configuration <br /> of the site.
