C. Landscaping—Meets Requirements <br /> The proposed plan does not require a landscaping plan or trigger the Tree Preservation <br /> Ordinance. Any impacted landscaping will be required to be relocated to remain in <br /> conformance with the originally approved landscaping plan. <br /> D. Lighting—Meets Requirements <br /> The application includes the addition of 3-4 recessed lights that will shine downward. <br /> The lighting is anticipated to meet the requirements of the City's Zoning Code. <br /> E. Additional Design standards to modifications in the B3 District <br /> The City has in place additional design standards for new development, redevelopment, <br /> and modifications to existing sites in the B3 District. Because the proposal includes <br /> minor modifications to the property's exterior and parking lot, most of the City's design <br /> standards do not apply. The one exception is the requirement for awnings or overhangs <br /> to be provided at openings to a building. The current proposal does not include an <br /> awning or overhang over the drive-up window; however, the conditions of approval <br /> include that this requirement be met. <br /> F. Parking—Meets Requirements <br /> The proposal includes a reduction of 19 parking stalls on the south side of the building to <br /> facilitate the drive-up window circulation and vehicle stacking. There are currently 496 <br /> parking stalls on site and if approved the number of stalls would be reduced to 477. The <br /> Cub Foods has a shared parking agreement with the retail strip center to the south, and <br /> both properties are owned and managed by Inland Shannon Square. Inland has reviewed <br /> the proposed plans and has indicated their approval and support of the project(attached). <br /> Parking is not anticipated to be negatively impacted because of the remaining number of <br /> parking stalls, and the location of the stalls to be removed, which are located on the side <br /> of the building,rather than the front. <br /> 2. Conditional Use Permit Evaluation Criteria—Section 1355.04 Subd 3 <br /> Section 1355.04 Subd 3 of the Arden Hills Zoning Code lists the criteria for evaluating a <br /> Conditional Use Permit Amendment,which can also be used to evaluate PUD Amendments. <br /> The Planning Commission and City Council should consider the effect of the proposed use <br /> upon the health, safety, convenience and general welfare of the owners and occupants of the <br /> surrounding land, in particular, and the community as a whole, in general, including but not <br /> limited to the following factors: <br /> 1.
