The <br /> relocation of two temporary classrooms will impact approximately five parking stalls, <br /> which will be reabsorbed by existing parking on site. <br /> E. Temporary Buildings—Meets Requirements <br /> Temporary classrooms are permitted provided they are accessory to permanent principal <br /> buildings, and have received a temporary permit from the City Council. The City <br /> Council may determine the time limit for a temporary building to_assure that the applicant <br /> pursues a permanent solution to the situation that required the temporary structure. <br /> Bethel University has had four temporary classrooms since 2004. Initially the temporary <br /> classrooms were granted until May 2011, or when the University Commons building was <br /> completed, whichever came first. When the University Commons building was <br /> completed in 2009, Bethel University requested an extension for the temporary <br /> classrooms for an additional three years. The Council granted this extension request, and <br /> the temporary classrooms are permitted through October 31, 2012. <br /> If the Council extends the use of the temporary structures through the completion of <br /> Phase II of the wellness center, or October 2016, whichever occurs first, the conditions of <br /> the original 2004 CUP Amendment would remain in effect, except for Condition H which <br /> addresses the timing of their removal (Attachment Q. <br /> 2. Conditional Use Permit—Section 1355.04 Subd 3 <br /> Section 1355.04 Subd 3 of the Arden Hills Zoning Code lists the criteria for evaluating a <br /> Conditional Use Permit. The Planning Commission and City Council shall consider the <br /> effect of the proposed use upon the health, safety, convenience and general welfare of the <br /> owners and occupants of the surrounding land, in particular, and the community as a whole, <br /> in general, including but not limited to the following factors: <br /> 1. Existing and anticipated traffic and parking conditions; <br /> 2. Noise, glare, odors, vibration, smoke, dust, air pollution,heat, liquid or solid <br /> waste, and other nuisance characteristics; <br /> 3. Drainage; <br /> 4. Population density; <br /> 5. Visual and land use compatibility with uses and structures on surrounding land; <br /> adjoining land values; <br /> 6. Park dedications where applicable; and the <br /> 7. Orderly development of the neighborhood and the City within the general purpose <br /> and intent of this ordinance and the Comprehensive Development Plan for the <br /> City. <br /> 3.
