Parks,Trails&Recreation Committee Meeting Minutes March 20,2012 <br /> Page 3 <br /> updates the trail segments periodically and feels it would be a good idea to review these every <br /> year and make edits even if the edits would not be official until the next Comprehensive Plan <br /> update occurs. Ms. Olson indicated another option would be to update the Open Space Plan <br /> which included surveys to residents and neighborhood meetings. If the PTRC is in favor of <br /> doing that they would need to bring to Council as a recommendation since it was a$60,000 <br /> plan in 2002 or the committee could continue to review the Comp Plan. Ms. Olson asked for <br /> input on how the committee felt they should proceed and comments regarding the trail <br /> segments. Discussion ensued on how to proceed. Ms. Olson stated she felt it might be a good <br /> idea to review this within the next CIP. <br /> B. Park Bench Implementation Location Discussion <br /> Ms. Olson informed that staff will bring the bench purchases to Council in April and then the <br /> PTRC will recommend locations for placement of the benches. She has provided a map <br /> depicting the proposed locations with a blue triangle. Ms. Olson asked the PTRC members to <br /> review the potential locations for eight park benches and bring to the next meeting. Discussion <br /> ensued on placement of the benches. <br /> C. Earth Clean Up Day—Tony Schmidt Park Saturday,April 14—9:00 a.m. <br /> Ms. Olson informed that for the Clean Up Day is Saturday, April 14t from 9:00 until 11:30 <br /> a.m. They will be meeting at the beach pavilion area of Tony Schmidt Regional Park at 8:45 <br /> a.m. As in the past, she has invited Smith Medical and is working on getting additional <br /> volunteers as well as the Boy Scouts. Ms. Olson feels it is important that the committee <br /> members try to attend since the PTRC sponsors the event. Committee Member Peck asked if a <br /> Clean Up Day should be directed to any of the City's parks like Perry Park. She indicated the <br /> group could do this but it would be in addition to Tony Schmidt Park. Ms. Olson indicated <br /> that if she gets enough volunteers on the 141h she would like to go all the way to Perry Park,the <br /> Elmer L. Anderson Trail and the Ramsey County open space area. <br /> REPORTS <br /> A. City Council Report <br /> Council Liaison Holden informed that at the March 19 Joint Work Session with the <br /> Planning Commission,the Commission provided Council with some of the projects they <br /> will be working on during the year. One of the projects they will be working with is the <br /> Watershed Organization in order to pursue establishing waterlines. They also would like <br /> to work on the Comprehensive Plan and color code the various areas like parks and open <br /> space. Council Liaison Holden indicated another project the Planning Commission will <br /> be working on is to review the City's bike parking requirements and to address the bike <br /> parking needs. They will also continue with the proactive implementation of the B-2 <br /> zoning district and a subcommittee is meeting to see if they can phase in a median. She <br /> also indicated they are continuing to regulate the signage within the City and removing <br /> signs that do not meet the requirements. <br /> Council Liaison Holden indicated that the Salvation Army was interested in moving their <br /> adult rehabilitation facility to Arden Hills over in the industrial area behind Cub.
