ARDEN HILLS CITY COUNCIL—April 25, 2011 6 <br /> 5.C. Award the Indian Oaks Court Pond Shoreline Restoration and Landscaping Project to <br /> Natural Shore Technologies, Inc., of Maple Plain, Minnesota, in the Amount of <br /> $14,037.20 (continued) <br /> Councilmember Tamble clarified this is for natural vegetation and plant material and does not <br /> include retaining walls. <br /> Civil Engineer Giga stated this was correct. <br /> MOTION: Mayor Grant moved and Councilmember Tamble seconded a motion to <br /> Award the Indian Oaks Court Pond Shoreline Restoration and Landsca in <br /> Project to Natural Shore Technologies, Inc. of Maple Plain, Minnesota, In the <br /> Amount of$14 037.20. The motion carried unanimously <br /> 5-0 . <br /> D. Motion to Approve up to an Additional$6,000 in Expenditures for Contract <br /> Costs with Hill Capital Strategies,Inc. for a total contract cost not to exceed <br /> $13,200. <br /> Councilmember Tamble stated there has been inactivity with the stadium proposal and he <br /> questioned the need for spending additional funds on this relationship. He stated he would like to <br /> cease this relationship. This is not the best use of City funds. He added that the updates the City <br /> Council has been receiving are coming from newspaper articles that are readily available. He - <br /> asked what the City has gained from this contract. <br /> City Administrator Klaers stated the City entered into the relationship when the talks about a <br /> potential stadium had just started and the City became aware of the County's plans. Staff does not <br /> have the time or expertise to be at the legislative session to be sure the City's interests are being <br /> addressed. There have not been a lot of updates recently due to the inactivity of the bill,but in the <br /> future, as the bill progresses, the City would be kept up to date on the status of the bill. The City <br /> could rely on the County to provide updates to the City as well. <br /> Councilmember Holden stated the contract with Hill Capital Strategies is to protect the City if <br /> the legislation moves forward so that the City would have an opportunity to add items that would <br /> protect the City. After it is decided that the stadium will be built on the TCAAP property, then it <br /> will be out of the control of Arden Hills. <br /> City Administrator Klaers stated even if Arden Hills no longer controls the TCAAP property <br /> from a land use and zoning aspect, there are still issues that would need to be raised and discussed <br /> to ensure the City is protecting itself and its residents. <br /> Councilmember Werner stated Mr. Hill has a good reputation and is a well-connected Iobbyist. <br /> Since the City has already invested with Mr. Hill, he stated he would reluctantly support <br /> continuing this relationship. <br /> Mayor Grant stated Staff would need to show the value of this relationship more than has been <br /> shown to date. <br /> Councilmember Holden asked if Staff felt more confident receiving information from Ramsey <br /> County or with continuing to work with Mr. Hill. <br />
