ARDEN HILLS CITY COUNCIL—April 25, 2011 9 <br /> 6.A. 2011 PMP Special Assessment Heating, Resolution 2011-021 and Resolution 2011-022 <br /> (continued) <br /> Mayor Grant stated the City has the ability to extend the prepayment period. Having more time <br /> to pay the assessment would not only help residents but would help the City as well. He asked <br /> City Attorney Filla to explain the appeal process. <br /> City Attorney Jerry Filla stated a written objection must be received before the end of the <br /> meeting tonight in order to reserve the right to appeal. The resident then has 30 days after the <br /> assessment roll is adopted to appeal the City Council decision to the District Court. This would <br /> by done by service to the Mayor or City Administrator at City Hall. Once the City has been <br /> served the resident has 10 days to file with the District Court. <br /> Councilmember Holden questioned the plan for the cul-de-sac at the townhomes. <br /> Public Works Director Maurer stated the Nursery Hill cul-de-sac would either have a rain <br /> garden located in the center of the cul-de-sac or the amount of blacktop would be lessened in <br /> order to accommodate the rain gardens in the boulevards. <br /> Civil Engineer Giga stated the shape of the cul-de-sac at Arden View Court would be redesigned <br /> to improve trucks being able to get around. An infiltration basin is also proposed at this location. - <br /> Mayor Grant opened the public hearing at 8:14 p.m. <br /> Mayor Grant closed the public hearing at 8:15 p.m. <br /> Councilmember Holden stated the contract amount is considerably less than the feasibility report <br /> estimates were for this project. <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br /> motion to Adopt Resolution 2011-021: Adoptine, the Special Assessment Roll <br /> for the 2011 Pavement Management Program. <br /> Councilmember Hoiden stated she would like to extend the interest-free period to July 15. <br /> Councilmember Tamble stated he would support extending this as well. <br /> Councilmember Holmes clarified that residents could still pay the assessment early even if they <br /> do not pay by the July 15 or July 25 date. The interest free period would be set at either July 15 or <br /> July 25 but residents had until October to pay the assessment with interest. <br /> Mayor Grant stated he would like to set the interest-free period to July 15 since the City could <br /> have a payment due on the project by mid-July. <br /> Councilmember Holmes asked if this extension was being done due to the poor economy or if <br /> the City needed to review the assessment policy for potential changes. <br />
