ARDEN HILLS CITY COLINCIL WORK SESSION — APRIL 25, 2011 2 <br />2.A U.S. 10/Highway 96 Grcrde Separations and High�vay 1'naprovement Project <br />Update (continued) <br />Councilmember Holden questioned if any homes wiihin the manufactured housing comrnunify <br />vc�ould be at�fected by the proposed plan. Mr. Tolaas stated two existing home sites would be <br />taken and another vacant site would also be needed. The County has spoken wiih these property <br />awners about relocating and both were posiiive and willing to be relocated. <br />Mr. Tolaas e�plained that MnDOT would be completing the final design �.nd soil testing. He <br />noted Ramsey County has spoken with the GSA about a small parcel that would need to be <br />acquired for the improvemeni project. The County was also considering the purchase of a vacant <br />parcel near the Big 10 Bar on tl�e west side af U.S. �0. Non-County Siate Aid fiulds would have <br />to be used to purchase the parcel. <br />Councilmember Ho�den asked if the ramps �or t�is project were considered temporary. Mr. <br />Tolaas noted the ramps would be ternparary due to the fact if and when TCAAP is developed the <br />intersection wo�ld �e redesigned to assure proper acc�ss to the surrounding major highways. <br />Councilrnember Holdezt questioned if there would be a signal at Highway 96 and �nelling <br />Avenue. Mr. Talaas e�plained a signal was not planned by Ramsey County. <br />Mayor Grant questianed how the proposed intersection would be revised if a stadiu�n were to <br />develop on the TCAAP site. Mr. Tolaas explained that there wo�zid be six entry and exit ramps <br />to the site if the Vikings stadiurn was to locate on this site. Improvemer�ts woutd be made fo tiie <br />County Road H area as well. The curr�nt traffic numbers did not justify this level of access. <br />Councilmember Halden noied the residents of Arden Hills were �osing access to Highway 9b <br />thro�gh the proposed design. Mr. Tolaa� s#ated the frontage road would be closed off. However, <br />the Old Highway 10 conr�ection would re�nain. <br />Discussion ensued regarding the proposed dredging of Round Lake by the U.S. Army. <br />Councilr�ember Holmes questioned ihe esiimated timing of the raadway improvements. Mr. <br />Tolaas indicated Raznsey County did noi want this project ta coincide with the I-594 <br />improvefnents. The County would be caordinating wiih MnDOT to assure the traffic on this end <br />of the Calu�.ty continued to flow. He estimated the work would begin late 2012. It was noted <br />Highway 10 vvould remain open through the entire process, with lanes limited at times, but <br />Highway 96 would be closed due to the large cut to go under U.S. 10. <br />Co�ncilme�nber Hol�anes requested the Couniy explain when MnDOT would be completing the <br />mill and overlay project on U.S. 10. Mr. Tolaas stated MnDOT had $4 million se� aside to rnill <br />and overlay U.S. 10 from Highway 96 to I-b94 and froz�. Highway 96 to Highway 35W. This work <br />wiii follow the Highvvay 96/U.S. 10 project and is estimated to be completed in early 2013. <br />
