ARDEN HILLS CITY COUNCTL WORK SESSION -- APRIL 25, 2011 3 <br />2.A U.S. 10/Highway 96 Grade Separations and Highway Improvement Project <br />Update (continued) <br />Mayor Grant expressed frustration that ihe Hamline Av�nue ramp aff af westbound I-694 would <br />be closed. Mr. Tolaas indicated ihis ramp had little traffic and then reviewed the system <br />improvements planned for Lexington Avenue/County Road F and Snelling Avenue/County Raad <br />E io assist with traffic flaw in this area. <br />Mayor Grant nated dxivers will find the shortest routes from one point to the ne�t given the fact <br />gas prices are on the rise. He encouraged MnDOT to consider how �he residents of Arden Hills <br />vvould be affected thxough the proposed improvements �.nd the loss of local access. <br />Mr. Tolaas statec� once the County and Mr�DOT kr�evv what would be developed on the TCAAP <br />site, additional planning would begin for the future of this intersection. <br />Councxinnember Holmes asked what improvements were proposed for Co�nty Road F and <br />Hamline Aven�e. She indicated the Briarknoll neighborhood in Arden Hills would be greatly <br />affected by the proposed iamprovernents. Mr. Tolaas stated Hamline Avenue/TH 51 would <br />beco�ne a four lane highway through the I-694 iznprovements. A signalized intersection was <br />planned for Hamline Avenue and County Road F. Th� plans were discussed further with the <br />Cauncil. <br />Councilmember Halden noted the City a� Shoreview maintained three access points to the major <br />highways while Arden Hills' access points were being reduced. Mr. Tolaas explained the County <br />was improving the interchange to meet capacity and safety needs. He indicated funding <br />constraints were limiting canstruction abiliiies for both the County and the �tate. Ramsey County <br />was ir�terested in providing solutions to broader system changes that benefited the region. <br />Pnblic Works Director Maurer questioned that if arFd wh�n the TCA.AP parcel develops, the <br />interchange at U.S. 10 / H�ghway 96 rna� need a northbound U.S. 10 to eastbound Highway 96 <br />ramp to create additional access. Mr. Talaas stated the County would be speaking with a�utu�re <br />developer about thi� possibility. The County did not ha�e funding to provide that movement at <br />this time. <br />Public Works Director Maurer questioned if a trai� would be can#inued over the bridge to <br />Highway 35W. Mr. ToIaas reviewed the trail Iocations with the Council and discussed ihe safest <br />route far biking traffic to pass over th� highways. <br />Public Works Director Maurer asked if the County would be providing screening between <br />southbound Highway 10 iowards I-694 io reduce headlight glare. Mr. Talaas indicated this <br />would be would have ta be discussed. <br />Councilmember Ho�den questioned how Dave Chmeil would access Highway 96. <br />Dave Chmeil reviewed the issuEs vvith a cul-de-sac on this fro�iage road. He explained his home <br />has had access to Highway 96 for 75 years. He requested the County allow his property access. <br />Mr. ToIaas stated Ramsey County felt it wa� unsafe to alIow access to Highway 96 from this <br />frontage road. <br />
