Enclosed please find my <br />completed application. My background has prepared me to be the best-suited candidate for this <br />position. I have an extensive depth of knowledge in many of the subjects that this job will require <br />such as ICON pavement management, State and Federal aid projects and funding, and pavement <br />management project execution including watershed coordination. <br />Understanding pavement conditions and forecasting budgetary needs is a core part of the engineering <br />deparhnent duties. I am a long time user of the ICON pavement management software. As Assistant <br />City Engineer in Hopkins I transitioned pavement distress survey work from a contract basis with the <br />city's consultant, Goodpoint, to city staff. In Elk River my work in ICON included entering data on <br />street construction and maintenance projects, producing reports, producing maps of pavement <br />conditions in Arcview, programming future projects in ICON and mapping them in Arcview. <br />State and Federal funding is important to Arden Hills as a way to fund street and trail projects. The <br />two most recent state / federal aid projects I managed were for the City of Elk River. The first was an <br />extension of an existing roadway along a new corridor approximately 0.75 Miles in length. Some of <br />the elements involved in this project included land acquisition, new construction to State Aid <br />standards, wetland impacts, and the federal funding process. The second project was construction of a <br />trail along an abandoned railroad corridor. I was successful in securing federal funding on behalf of <br />the city of E1k River for this project. In my previous roles I have been responsible for maintaining <br />and updating State Aid needs and mapping for the cities of Hopkins and Elk River. <br />Pavement management projects are a large portion of city engineering responsibilities. I have an <br />extensive work history in pavement management projects carrying them through from concept to <br />execution. I have worked on many types of pavement management projects such as reconstruction, <br />reclamation, mill and overlay, and seal coat in both rural and urban street sections. I am well versed <br />in the special assessment process and all the requirements that need to be met to levy a special <br />assessment. <br />With any project watershed rules are an important part of the process but pavement management <br />projects_are especially difficult due to the lack of right of way needed to meet regulations. I find that <br />_ __ <br />it is best to maintain a good working relationship with district staff in order work through the <br />challenges presented.
