ARDEN HILLS CITY COUNCIL—MAY 29, 2012 5
Pak and Recreation Manager Olson stated that if one segment of trail is added, it would only
affect a small portion of the signs. Staff is proposing 3-4 zoomed-in areas for the 20 signs.
Councilmember Holmes inquired if the City could pay for 20 signs but not have all 20 signs
installed at this time.
Councilmember Tamble was in favor of placing all 20 signs as recommended by the PTRC.
Councilmember Holmes commented trail signs should be more informative and the proposed
locations may need to be further reviewed. She wanted the signs to prevent residents from getting
lost on the City's trails.
Mayor Grant stated the sign locations could be addressed at a future meeting, however, the
matter before the Council this evening was the production of the 20 signs.
MOTION: Councilmember Werner moved and Councilmember Tamble seconded a
motion to contract with Vacker, Inc. for the production of trail signage panels
in the amount of$2,885.63 and authorize an additional $500 expenditure for
City Staff to purchase posts and cement.
Councilmember Holmes questioned why Staff did not support Option #1, due to the fact it was
the lower cost.
Park and Recreation Manager Olson stated the PTRC favored Option #2 as it provided for a
more sturdy design. Option #2 was within the $3,000 budget and was therefore passed along to
the Council for approval.
Councilmember Holden indicated the difference in the sign material was worth the price
difference.
Councilmember Tamble agreed.
The motion carried unanimously (5-0).
B. Planning Case 12-006—Bethel CUP Amendment& Variance
City Planner Beekman stated Bethel University was applying for a Conditional Use Permit
Amendment and Variance for the construction of a 52,448 square foot wellness center in two
phases to the north side of the Robertson Physical Education Center and the Hagstrom Student
Center. The height of the addition would be 39 feet six inches and would have a footprint of
13,112 square feet. She reviewed the previous Master Plan stating the original plan called for a
wellness center, but in a different location. For this reason, a CUP Amendment was necessary. A
variance was needed to allow the building to be constructed higher than the 35 feet allowable
height limit.
City Planner Beekman explained as part of the application, Bethel University is also proposing
adjustments to the timing and location of the temporary classrooms that are located in the general
