ARDEN HILLS CITY COUNCIL—MAY 29, 2012 7
6. Building permits for Phase II shall be issued by June 30, 2016, or an
extension shall be requested at least 45 days preceding this deadline.
7. All temporary classrooms shall be removed prior to the issuance of a
certificate of occupancy for Phase II, or by October 31, 2017, whichever
occurs first.
Mayor Grant commented the proposed addition would be an asset to Bethel University. He was
in favor of approving the height variance and the CUP Amendment. He cautioned Bethel to stay
within their Master Plan requirements going forward.
Councilmember Holden inquired if two of the temporary classrooms would be removed prior to
Phase IL
City Planner Beekman stated two would be removed prior to Phase II and the other two would
be removed after completion of Phase 11.
Councilmember Holden recommended Condition#7 be amended to read as follows:
7. Two of the temporary classrooms shall be removed prior to the issuance of a
building permit for Phase II. All remaining temporary classrooms shall be
removed prior to the issuance of a certificate of occupancy for Phase I1, or by
October 31, 2017, whichever occurs first.
Mayor Grant requested comment from the applicant on this matter to provide clarification to the
Council on where the temporary classrooms would be located and when they would be removed.
Tom Trainer, Vice President of Facilities and Planning for Bethel University, indicated two
temporary classrooms would be removed prior to Phase II and two would remain. The classrooms
being removed are located at the construction site and the two that would remain would be located
in the parking area behind the Community Life Center. He reviewed the site map in further detail
with the Council to provide clarification.
Councilmember Holden withdrew her recommendation to amend Condition #7 and requested
the addition of Condition 48 stating it should read:
8. The two temporary classrooms located on the Phase II site will be removed
from the campus prior to the issuance of a building permit for Phase 11.
Councilmember Holden wanted to be assured that the temporary classrooms would be removed
from the campus and not be moved to a differing location on site.
Mayor Grant stated the temporary classrooms were approved by the City previously and were
allowed until October 2012.
Councilmember Holmes asked if all four of the temporary classrooms would be used during
Phase I and Phase II of the construction.
