I't
-ARQEN HILLS
MEMORANDUM
DATE: July 16, 2012
TO: Honorable Mayor and City Councilmembers
FROM: Patrick Klaers, City Administ r
SUBJECT: Sheriff's Budget
Backaround/Discussion
The draft 2013 Police budget has been discussed at the May and June meetings of the Contracted
Communities. Attached for your review are the May meeting minutes (the June minutes are not
yet available) and the draft budget from the June meeting.
An update on the Police budget was in the June 22, 2012, Admin Update. The Council concern I
have heard the most with the Police budget has to do with the additional Deputy being proposed.
This additional Deputy was strongly recommended by Undersheriff Altendorfer and has majority
support by the members of the Contracted Communities group. The Undersheriff has stated that
manpower is at a critical level in terms of being able to provide patrol services. This proposed
additional Deputy is not going to be assigned to any specific City or to any specific shift. It
previously required 5.4098 Patrol Deputies to provide Arden Hills with 24/7 coverage and it will
now take 5.5689 Deputies to provide this same coverage. The Arden Hills share for the cost of
the Patrol Deputies is just slightly under 16%.
Other staffing options being considered include making the part-time Crime Prevention CSO a
full-time position or adding a Patrol CSO. The costs for all of the budget options are shown in
the summary pages at the beginning of the attached draft budget document.
If no additional staffing is added in 2013,then the Police budget is scheduled to increase $17,123
or 1.87%. This increase is due mainly to the terms of the union contract, inflation in the cost of
supplies/equipment, and having more calls for service and investigations happening in the City.
When a Deputy is added, then the total Arden Hills budget goes up $35,247 or 3.84%. The
amount of the budget increase due to the additional Deputy is $18,269.
City of Arden Hills
July 16, 2012 Work Session Meeting
