ARDEN HILLS CITY COUNCIL—APRIL 30, 2012 9 <br /> basketball standard, bike rack, benches, picnic shelter, and the play structure/swing set would be <br /> an additional $90,021-$105,487. <br /> Public Works Director Maurer commented the estimated total construction costs were <br /> $426,778, which included all park amenities, in addition to plant materials for landscaping and <br /> basketball court markings. Staff would recommend fewer trees be planted initially to avoid over- <br /> screening properties. The total construction costs with a $10,000 contingency and project <br /> overhead of$55,000 would be $491,778.29. <br /> Public Works Director Maurer reviewed the potential funding sources for the park <br /> reconstruction with the Council. The sanitary sewer fund would pay for the sanitary sewer <br /> realignment which was $24,900. The surface water management fund would provide $361,857 <br /> for the project and the PIR fund would provide $105,021.29 for the park amenities. The grading <br /> of the site was storm related, which allowed for surface water management funds to be used. The <br /> PIR fund would then provide for the park amenities and concrete work for Valentine Park. <br /> Public Works Director Maurer stated if the Council was interested in reducing expenses the <br /> bituminous trail from the parking lot to Crystal Avenue could be removed for a savings of$8,900. <br /> In addition, the half court basketball court could be removed, which would save another $11,175. <br /> If the Council wanted to eliminate the picnic shelter from the project this would save $13,586. <br /> The final cost saving measures would be for staff to install the park benches and trash receptacles <br /> which would save $2,250. <br /> Public Works Director Maurer discussed several construction issues regarding the soil borings <br /> of this park. He noted up to 14 feet in depth of the soil consisted of organic soils. For this reason, <br /> the park would be prepared this year and then allowed to consolidate for 12 months. The <br /> contractor was proposing to grade and seed the area this June with the parking lot and amenities <br /> completed in the spring of 2013. Staff recommends the City work with the contractor on the <br /> construction schedule and pass this information along to the residents after the contract is <br /> awarded. <br /> Councilmember Holmes questioned if the portable restroom would have an enclosure. Public <br /> Works Director Maurer stated this could be completed at a later date by City staff or an Eagle <br /> Scout volunteer. <br /> Councilmember Holmes asked if all concrete was removed from the park. Public Works <br /> Director Maurer reviewed the location of concrete in the park stating concrete was only being <br /> used in the highest traffic areas. <br /> Councilmember Tamble inquired if the basketball court position could be altered. Public <br /> Works Director Maurer noted this could be repositioned. <br /> Councilmember Tamble questioned if the picnic pavilion size could be changed. Public Works <br /> Director Maurer stated a larger structure would drive up costs. The consultant recommended <br /> this size based on the size of the park. <br />
