ARDEN HILLS CITY COUNCIL—APRIL 30, 2012 8 <br /> Mayor Grant asked how much the City has spent over the last five years on this main. Public <br /> Works Director Maurer explained the City has spent a great number of man hours each time this <br /> main breaks, in addition to tearing up and repaving this roadway. He stated the City was moving <br /> to plastic pipes for all the new or replaced water mains to eliminate this problem. <br /> Councilmember Tamble asked if the traffic along this roadway contributed to the concerns with <br /> this main. Public Works Director Maurer stated this line has only been in the ground since <br /> 1988 and he did not think that traffic levels were the concern; the problem is the material the pipe <br /> is made of reacting with the native soils. <br /> Councilmember Tamble questioned if the use of the water funds for this water main would <br /> hinder the City from completing other tasks. Public Works Director Maurer stated there were <br /> enough funds in reserves to cover this expense. <br /> Mayor Grant expressed concern with the number of failures in 2010 and 2012. He stated the <br /> pipe was deteriorating and by replacing it now, the City could make an informed decision and not <br /> have to act in the future in an emergency situation. The City would also avoid future main break <br /> expenses. <br /> City Administrator Klaers inquired why the contract quotes were so different. Public Works <br /> Director Maurer indicated the timing of the work was a concern for Ellingson, while GM <br /> Contracting was available to complete the work in a timely manner. <br /> Mayor Grant asked the estimated life expectancy of this pipe. Public Works Director Maurer <br /> indicated the pipe was designed to last as long as other pieces within the City's system. <br /> MOTION: Councilmember Holmes moved and Councilmember Tamble seconded a <br /> motion to approve a contract with GM Contracting to replace the Old <br /> Highway 10 water main for an expense not to exceed $60,408.40. The motion <br /> carried unanimously (4-0). <br /> 9. UNFINISHED BUSINESS <br /> A. Valentine Park Bids <br /> Public Works Director Maurer provided the Council with a project history on Valentine Park. <br /> He noted work on this park began in February of 2009 with a drainage study and continued with <br /> work through 2010 and 2011. Staff further reviewed the actions taken on the park stating in <br /> January of 2012 the Council directed staff to bid the project based on Concept 41. <br /> Public Works Director Maurer reviewed the Concept#1 plan in further detail with the Council. <br /> It was noted the play structure would be purchased off the State contract for additional cost saving <br /> measures. The bituminous trail around the perimeter of the park was removed and only a small <br /> segment of it would remain. He stated bids were received for the concept plan and the City <br /> received eight bids and one was determined to be non-responsive. The low bidder was Interstate <br /> Companies in an amount of $321,757. The park amenities from the State contract for the <br />
