e <br /> Schedule 2—Johanna Marsh <br /> Project Understanding <br /> The City of Arden Hills is proposing a street and utility improvement project to be constructed in 2013. <br /> This survey work is needed to facilitate those proposed improvements. <br /> In addition to the street and utility survey,the City intends to utilize the parcel,known as Johanna Marsh, <br /> as a potential stoimwater treatment area. This is only possible if the city can assure the Wetland <br /> Technical Evaluation Panel(TEP)that the proposed project will result in no further deterioration of the <br /> existing wetland,and possibly wetland enhancement. The best way for the City to prove enhancement is <br /> to evaluate the existing condition of Johanna Marsh using generally accepted evaluation methods such as <br /> MnRAM(Minnesota Routine Assessment Method). MnRAM is otherwise defined as a standardized <br /> method of evaluating the functions and values of the existing wetland. <br /> Bolton&Menk has significant experience in MnRAM assessments,wetland mitigation,wetland bank <br /> creation,confomling to the Minnesota Wetlands Conservation Act,and conforming to Federal wetland <br /> rules as administered by the US Corps of Engineers. We propose to use our Certified Wetland <br /> Delineators to delineate the wetland boundaries in the Johanna Marsh parcel, evaluate the wetland <br /> functions and values using MnRAM techniques, and further evaluate and map the changes in wetland <br /> communities within the Johanna Marsh parcel. Using this information,we will work with City Staff to <br /> develop ways to allow both utilizing the area for stormwater management while enhancing the existing <br /> wetland's functions and values. <br /> In addition to the wetland issues,Johanna Marsh is a flow through wetland that is part of a floodway. As <br /> such,the floodplain must be protected to the extent that the proposed improvements do not cause flooding <br /> issues elsewhere in the corridor. Bolton&Menk has Certified Flood Plain Managers that have significant <br /> experience in working with the Minnesota DNR and FEMA to find solutions have no significant impact <br /> on the floodplain. <br /> Project Scope <br /> The scope of this project is summarized as: <br /> • Research ownership and encumbrances for Johanna Marsh parcel <br /> • Perform a boundary survey of Johanna Marsh parcel <br /> • Perform a topographic survey of parcel,except where covered by water <br /> • Collect topographic data specified in the Request for Proposal <br /> • Prepare a Boundary Survey Map of the Johanna Marsh parcel,showing record easements and <br /> other encumbrances,topographic data,utility information, limits of delineated wetlands,and <br /> treed areas <br /> • Perform a wetland delineation <br /> • Evaluate the wetland functions and values using MnRAM evaluation techniques <br /> • Evaluate specific zones of acceptable and invasive wetland plant communities. <br /> N:\PROPOSALS\SSurvey\Bumsville\2012\Topo\Arden Hills 2013\Arden Hills 2013 PMP.doc <br />
