Subd.4 Parking. Minimum of one enclosed parking stall assigned to each dwelling unit. <br /> Enclosed parking structure to be attached to at least one principal structure to <br /> which parking is being provided. <br /> It is not possible to attach parking stalls to an existing building. TAT/1201 <br /> proposes to build detached garages if and when there is demand for such <br /> amenity. Today's standards provide one parking space per unit with a maximum <br /> of two spaces for a two bedroom;this standard is widely recognized as a typical <br /> parking requirement for multi-family housing. Creating a vast empty parking <br /> surface serves no purpose. <br /> Subd.5 Common Area. Adequate common area shall be provided. <br /> TAT11201 is not aware that the proposed requirement exists anywhere in the <br /> state.All jurisdictions that have approved our developments over more than 40 <br /> years do not have this requirement. In fact they don't dictate how the developer <br /> should design the interior of his building. The developer is assumed to know his <br /> market and its experience,time and investment that is at risk and relied upon. <br /> Subd. 6 Efficiency Apartments. Except for senior citizen housing,the number of <br /> efficiency apartments in a multiple dwelling shall not exceed ten(10)percent of <br /> the total number of apartments. <br /> Again.staff is dictating what product we offer to our customers and this is never <br /> required by any other municipality.TAT/1201 assumes the burden as mentioned <br /> in Subd. 5 above. This requirement is equivalent to dictating what merchandise a <br /> store should make available to its customers.The developer is not aware of any <br /> municipality that imposes such limitation <br /> Subd. 7 Bicycle Parking. A minimum of one secured storage space shall be provided for <br /> every.5 dwelling units. <br /> Interior bicycle parking is not normally required to be enclosed. <br /> Subd. 8 Window Coverings. All windows visible to the outside shall be provided with <br /> window treatments.
