Ramsey County-Wide Emergency Operations Plan Revision 5.1,June,2005 <br /> assisting the municipality in securing whatever resources and aid they <br /> need. <br /> Similarly, a problem originating in a single county department, might in <br /> actuality pose a threat to the ability of the county to offer services. <br /> Remember, these are events that may not be disastrous yet but which <br /> pose the threat to become so. <br /> Examples of these incidents include smaller hazardous materials spills, <br /> bomb threats, suspicious activities or situations such as "white powders" <br /> etc. county (EMHS) assets will respond to the scene and/or gather more <br /> information. <br /> If incident results in large area evacuations or is confirmed to be an <br /> intentional or terrorist act, the incident would elevate to Level 3. <br /> ACTIONS: <br /> Municipalities will establish and maintain Incident Command at the scene. <br /> They may choose to open their EOC's. <br /> • County/municipal departments should activate their crisis <br /> management plans <br /> • The EMHS Duty Officer should be notified as soon as <br /> practicable. <br /> • There would be PARTIAL or FULL utilization of this EOP <br /> • The EMHS Duty Officer will place the RCEOC on STAND-BY or <br /> other activation mode as appropriate. <br /> • Not all Level 2 incidents will require action by the County <br /> Manager or others, however the EMHS Duty officer will notify <br /> the County Manager and provide on going updates. <br /> • The County Manager may decide to activate the Emergency <br /> Operations Team or the EOC facility at his/her discretion. <br /> Level 3 - Municipal Emergency <br /> If events occur that actually or threaten to overwhelm the ability of a <br /> municipality to provide services, that municipality may decide to activate <br /> its full emergency operations plan and/or declare a state of emergency <br /> within the community. Each municipality maintains its own procedures for <br /> the formal declaration of emergency affecting the jurisdiction. <br /> Ramsey County will offer all available and practicable assistance to the <br /> affected community, including equipment and expertise.
