Ramsey County-Wide Emergency Operations Plan Revision 5.1,June,2005 <br /> The degree of EOC activation will be determined by the severity of the <br /> emergency. <br /> 1. The EOC may be partially activated due to a potential threat to life <br /> or property from severe weather(e.g. tornado,blizzard); hazardous <br /> materials incident/accident that is beyond the capabilities of field <br /> operations; or pipeline leak. <br /> 2. the EOC may be fully activated in response to a major <br /> emergency/disaster resulting in an actual threat to life and property. <br /> This will include,but is not limited to: a tornado touchdown or <br /> pipeline leak which causes damage to the public or private sector <br /> and requires a coordinated response effort; a hazardous materials <br /> incident/accident involving he response of several agencies <br /> (including county, federal, or state as well as surrounding <br /> municipalities) or enemy attack. <br /> Responsibilities for EOC Activation <br /> In the event of a major disaster, EOC staff would be expected to <br /> automatically report to the EOC. However, the New Brighton Emergency <br /> Management Director is responsible for ensuring that the EOC is activated <br /> according to the criteria described above. <br /> EOC Staffing <br /> EOC Staffing lists are on file with the New Brighton Emergency <br /> Management Director and includes: <br /> • Mayor <br /> • City Administrator <br /> • Emergency Management Director/Director of Public Safety <br /> • City Planner <br /> • City Attorney <br /> • City Engineer <br /> • Public Works Director <br /> • Parks and Recreation Director <br /> • Police Representative <br /> • Assistant Fire Chief <br /> Each department/agency which is represented in the EOC is responsible for <br /> ensuring that its representative is familiar with the duties which he/she is <br /> expected to perform at the EOC (Each department/agency shall develop a <br /> check list of responsibilities to be carried out by its EOC representative.) <br /> This checklist will indicate when additional EOC staff will be required and <br /> when they should be released from the EOC. <br /> Ramsey County EMHS may be requested to provide a representative to the <br /> 82 <br />
