Ramsey County-Wide Emergency Operations Plan Revision 5.1,June, 2005 <br /> APPENDIX C` RAMSEY COUNTY DIVISION OF <br /> EMERGENCY MANAGEMENT & HOMELAND <br /> SECURITY (EMHS) <br /> Roles and Responsibilities <br /> The overall duty of EMHS with respect to this plan is to coordinate all <br /> emergency preparedness, response, mitigation, recovery and homeland <br /> security plans within the county in order to ensure unity of purpose, reduce <br /> or eliminate duplication of effort, and to better ensure the sharing of <br /> resources and ideas in this regard. Specifically, EMHS will: <br /> Prior to an Emergency <br /> Subject to oversight by the County Manager, EMHS has authority and <br /> responsibility for organizing, directing and coordinating the emergency <br /> organization of the county, including training, directing the <br /> development of county departmental emergency operations plans, <br /> directing the development of county Operational Continuity/Disaster <br /> Recovery plans, and review and approval of these plans. <br /> EMHS staffs the role of EMHS Duty Officer and as such is the primary <br /> point of contact for activating this plan and notifying the various county <br /> departments. <br /> EMHS is responsible for developing, maintaining, exercising and <br /> procuring state approval of this plan. Prior to that the EMC and the <br /> Board of Commissioners shall approve this plan. EMHS works to <br /> establish and maintain liaison with the county departments and units <br /> not directly represented on the emergency management council <br /> regarding emergency preparedness activities, as well as coordinating <br /> the efforts of the units specifically mentioned in the plan and on the <br /> EMC. <br /> EMHS has established and maintains liaison with the municipal <br /> governments and any and all governmental or quasi-governmental <br /> organizations within Ramsey County regarding their planning, <br /> preparedness and response to emergencies. We also serve as liaison <br /> with volunteer organizations active in emergency and disaster <br /> situations. <br /> During the Crisis Phase <br /> The EMHS duty officer will commonly be the initial Incident Manager <br /> for the county's interest in an event and, in this role, will make an <br /> assessment regarding the level of activation required.
