Ramsey County-Wide Emergency Operations Plan Revision 5.1 June,2005 <br /> PP!ENDIX D ROLES OF.THE EMERGENCY <br /> MANAGEMENT COUNCIL <br /> Powers and duties of the Emergency Management Council (EMC) <br /> • The EMC is intended to provide review of countywide planning <br /> efforts in order to ensure and require unity of purpose. This <br /> includes conducting reviews of, and recommending to the Board of <br /> Commissioners approval of the county Emergency Operations Plan <br /> (EOP) as developed by the Division of Emergency Management <br /> and Homeland Security, and such other emergency preparedness, <br /> response, recovery and mitigation plans developed by EMHS. <br /> • Further, the EMC is charged with reviewing county resolutions and <br /> codes affecting emergency management issues and <br /> recommending changes as needed. <br /> Powers and duties of the Chair of the EMC <br /> • Coordinate the activities of the EMC <br /> • Establish and maintain liaison between the Ramsey County Board <br /> of Commissioners and the EMC <br /> • Review and recommend to the board adoption of county <br /> emergency plans and associated documents and agreements <br /> Additional duties of the Members of the EMC <br /> • Formulate and maintain plans for operations of their departments <br /> during emergency conditions, and work with the Director of EMHS <br /> to ensure unity of purpose and consistency throughout county <br /> government <br /> • Ensure that their personnel are trained in emergency management <br /> concepts including the Incident Management System and familiarity <br /> with the Ramsey County Emergency Operations Plan, and their <br /> individual roles during an emergency requiring activation of the <br /> county emergency management organization. <br /> 115 <br />
