Ramsey County-Wide Emergency Operations Plan Revision 5.1 June,2005 <br /> APPENDIX F: HOMELAND SECURITY ADVISORY SYSTEM <br /> The United States Department of Homeland Security (www.dhs.gov) has <br /> created the Homeland Security Advisory System (HSAS) as a means <br /> of advising citizens, businesses and local governments about the risk of <br /> terrorist activity within the United States. The HSAS color-code system <br /> provides generalized protective action information. <br /> Ramsey County functions as if the "Yellow" or "Elevated" risk level is the <br /> normal level for day to day activity. The county does this by: <br /> • Increasing surveillance of critical locations; <br /> • Coordinating emergency plans as appropriate with nearby <br /> jurisdictions; <br /> • Assessing whether the precise characteristics of the threat require <br /> the further refinement of preplanned Protective Measures (through <br /> the Ramsey County Sheriff's Office WMD Unit and regular threat <br /> assessments and updates); and <br /> • Implementing, as appropriate, contingency and emergency <br /> response plans. <br /> Specific activities surrounding our activity in response to higher threat <br /> levels are public safety sensitive, and outlined in Functional Annex A. <br /> 118 <br />
